Are you an experienced procurement specialist with a background in the public sector seeking a new opportunity? We are in search of a procurement expert to manage contracts and tenders for our advanced materials research facility.

Our initiative aims to enhance and identify alloys suitable for the extreme conditions presented by fusion technology, including temperatures reaching 150 million degrees Celsius, vacuum environments, and the use of Tesla magnets, which are critical to our research efforts.


Position Overview:

The role involves providing essential support to Strategic Procurement Managers, Department Heads, and Service Leads. You will be responsible for delivering a variety of value-driven outcomes through exceptional procurement support across the organization, offering advice, guidance, and managing high-profile and complex procurements for our expanding R&D portfolio and indirect categories.

Your responsibilities will also include mentoring and developing procurement team members, ensuring they provide a top-tier procurement service to the organization.

It is crucial to ensure compliance with European Commission regulations, the regulatory framework, and UK directives pertaining to public sector procurement.

Additionally, you will support the organization in achieving its milestones, which align with the Department of Energy Security and Net Zero targets.


Key Responsibilities:
  • Coordinate procurement support to facilitate the successful delivery of major projects, ensuring timely support to meet project milestones and targets while collaborating with stakeholders to define project scope in accordance with public contract regulations and related legislation.
  • Oversee the prequalification of contractors, conduct interviews with tenderers, assess tenders, and negotiate contracts through to award.
  • Manage, monitor, and control the contractual progress of projects, ensuring adherence to contract terms with respect to time, cost, and quality.
  • Identify opportunities for enhancements and propose solutions to foster continuous improvement within the organization, making final recommendations for the development of new strategies.
  • Assist in the creation, application, and implementation of procurement strategies for the site.
  • Provide commercial insights to line and senior management and engage in specific initiatives as required.
  • Understand, influence, and negotiate effectively with internal and external stakeholders, including customers and suppliers.
  • Lead procurement efforts in large or complex projects.
  • Ensure compliance with all organizational policies and procedures.

Qualifications and Experience:
  • MCIPS qualification.
  • Experience in public sector procurement and familiarity with over-threshold tendering procedures.
  • Strong technical understanding of various procurement categories.
  • Solid strategic procurement knowledge and experience.
  • Exceptional interpersonal skills.
  • Proven ability to negotiate at senior levels with suppliers.
  • Commercially savvy and customer-oriented.
  • Excellent negotiation skills with a basic understanding of NEC contract forms.
  • Strong verbal and written communication skills with the ability to influence at senior levels.
  • A collaborative team player capable of working effectively within the Group Procurement Team.
