Capital Programme Service Manager

MMP Consultancy is seeking a seasoned professional to lead the development and management of a capital programme on behalf of a local authority in Northwest London. The programme aims to improve and maintain the council's corporate buildings and land.

Key Responsibilities
  • Develop and manage the capital programme and associated budgets for the council's corporate buildings and land.
  • Provide strategic advice to the Head of Estate & Facilities Management on policy and strategy development.
  • Lead operational teams and coordinate the council's approach to capital projects, ensuring positive outcomes.
  • Manage major construction projects to specification, time, and budget, including external third-party providers of technical advisory services.
  • Represent the council at internal, regional, and national forums.
  • Ensure compliance with equality, diversity, and health and safety policies across all services.
  • Manage virtual capital project teams and support the development of an intelligence-led, agile operating model through a digital platform.
Requirements
  • Proven track record in managing capital programmes and large-scale construction projects within a complex organisation.
  • Strong understanding of relevant health, safety, and legislative frameworks.
  • Experience managing teams, budgets, and external partnerships.
  • Excellent communication skills, with the ability to work effectively with a wide range of stakeholders, including senior managers, elected members, and external partners.
  • Experience in financial management, performance improvement, and continuous development methodologies.
  • Degree or equivalent experience in a relevant field, with continuous professional development.
  • A valid UK driving licence.
