Transforming Public Spaces for a Healthier Tower Hamlets

The Tower Hamlets Partnership seeks a skilled Capital Programme Director to lead the development of public spaces, including parks, play areas, and sports facilities. This exciting opportunity is focused on improving the health and wellbeing of Tower Hamlets residents by creating vibrant places for physical and mental health, social connection, and community engagement.

The successful candidate will work closely with the programme manager to deliver a pipeline of capital works at exceptional value for money, while suggesting priorities for investment over the coming years. Key responsibilities include:

  • Managing the cultural capital programme and supporting the Directorate in the effective delivery and management of the Council's Cultural Capital Programme.
  • Developing an in-depth understanding of the strategic implications of prioritised projects and programmes, and working with senior managers and elected members to ensure effective programme management.
  • Ensuring that investment decisions and technical delivery of the programme provide best value to the Borough and underpin the strategic aims of the Council.
  • Leading on and ensuring consistent and effective capital programme-related project and programme management disciplines across Directorate Client Teams.
  • Ensuring that Section funding is awarded in full compliance with planning obligations in accordance with the purpose for contributions under s agreements.
  • Ensuring that Directorate Client Teams and the Capital Delivery Team adhere to the Council's governance processes and that technical delivery of 'built product' is in full compliance with published capital programme guidance, procurement, legal and audit requirements.
  • Effectively managing change and delivering the objectives of the Directorate, playing a key role in the process of reviewing changing and leading the organisation.
