Position Overview

The Procurement division is an essential service line within NHS South Central and West Commissioning Support Unit (SCW), recognized as one of the largest Commissioning Support Units in the nation. Our team has consistently expanded and adapted due to the onboarding of new clients and successful project acquisitions.

Operating in a dynamic and client-centric environment, we take pride in our commitment to excellence. To further enhance our team's capabilities, particularly in advancing towards a category management approach, we are seeking to recruit an additional Strategic Sourcing Lead. Depending on the candidate's expertise, this role will focus on either 1) Technology or 2) Consultancy & Professional Services sectors.

The primary responsibilities of this position revolve around commercial procurement, including market analysis, stakeholder engagement, and contract management. The role will also involve project initiation and management, leading to competitive procurement processes, including framework call-offs and occasional open tenders.

To effectively support our clients, procurement professionals must be innovative, adaptable, and willing to align with our customers' visions by re-evaluating procurement processes. Delivering exceptional, insightful, and timely service is crucial to our success, even in a fast-paced environment. Collaboration with clients and partners across health and social care systems is essential to manage, analyze, and enhance performance, ultimately enabling our clients to achieve optimal outcomes for their service users.

The selected candidate will serve as the procurement lead on intricate procurement processes and will be responsible for completing legally binding documentation. Therefore, it is imperative that applicants demonstrate relevant experience in the procurement aspect of such processes. We are looking for a dynamic individual, ideally knowledgeable in the Public Contracts Regulations 2015, with proven experience in navigating compliant European Public Sector Procurement procedures.

Our work often necessitates a quick comprehension of complex service issues and the ability to provide excellent commercial and procurement advice and actions. Strong project management skills are expected to ensure successful delivery, along with effective interpersonal skills to guide stakeholders through a compliant process. A proactive attitude, coupled with a passion for learning and sharing insights, is essential for driving our team forward.

About Our Organization

Our team leverages technology to enhance efficiency and minimize travel requirements, with the expectation that this role will primarily be home-based. However, occasional travel may be necessary to support projects and foster relationships with key stakeholders.

Qualifications and Experience

Essential Qualifications

  • A degree in a relevant field or equivalent experience in a similar role.
  • Formal membership in CIPS or a Level 4 NVQ in procurement (or a willingness to pursue this).
  • Completion of a foundation course in Prince 2 project management.

  • Proven ability to analyze complex issues with conflicting information from multiple sources.
  • Commitment to ongoing professional development.
  • Experience in stakeholder communication and management.
  • Comprehensive knowledge of project management principles and tools, including Prince 2 Foundation and Microsoft Project.
  • Demonstrated experience in coordinating projects in complex environments.
  • A solid understanding of the health and social care landscape and the associated roles and responsibilities.
