Position Overview

The Director of Data Strategy is accountable for steering the data division and acting in place of the Corporate Director as necessary. This role is pivotal in shaping the execution and strategic direction of the NSTA's data initiatives. The focus is on ensuring that the strategic utilization of data by the NSTA and the broader industry generates value that accelerates the energy transition, aids in emission reductions, and guarantees energy security, all while supporting the Corporate Plan and Digital and Data Strategy.

The data division comprises nearly 15 positions. The Director will collaborate closely with the Chief Digital Officer to provide strategic insights on data infrastructure and technology. This technical leadership role is essential for fostering a data-driven culture within the NSTA and the industry, facilitating informed, data-centric decision-making.

Key Responsibilities

  • Oversee the formulation and execution of the NSTA's future data strategy to align with the Corporate Plan.
  • Lead the operational planning and implementation of the Data strategy, ensuring resources, targets, and capabilities are effectively managed.
  • Capitalize on emerging technologies such as AI and predictive analytics to enhance the NSTA and industry capabilities.
  • Provide leadership and management for the data division.
  • Deliver a robust data service across the NSTA.
  • Ensure the NSTA possesses the necessary data skills, portals, and procedures to optimize service delivery.
  • Act as an informed client to advise on essential data infrastructure (pipelines, architecture) to maximize data potential.
  • Offer strategic counsel to the NSTA Leadership Team.
  • Mentor and develop the data team, fostering professional growth.
  • Collaborate with Extended Leadership Team members to promote NSTA values and behaviors.
  • Manage the Data budget in accordance with business needs, overseeing and monitoring expenditures.
  • Enhance data accessibility, transferability, and transparency while ensuring compliance with relevant regulations.
  • Transform the NSTA's approach to digital technology for data access and utilization.
  • Guide the organization and industry in integrating data from various systems into the Digital Energy Platform.
  • Ensure a suitable legislative framework is established for industry data.
  • Monitor compliance with legislation and regulations regarding data retention and reporting.
  • Advise the Corporate Director and IS Steering Committee on data-related issues.
  • Act as a visionary change agent with a comprehensive understanding of data utilization and technologies.
  • Oversee the management of key data-driven portals.

Qualifications and Experience

Essential:

  • Degree-level education (or equivalent relevant experience) with ongoing professional development.
  • Extensive recent experience in data management, including the application of data-driven technologies to achieve operational and strategic goals.
  • Experience advising senior leadership on data-related matters.
  • Proven track record in leading and implementing data-driven strategies, including infrastructure and architecture initiatives.
  • Experience managing agile teams effectively.
  • Ability to swiftly transition initiatives from concept to execution.
  • Experience managing substantial budgets.
  • Experience leading complex technical teams without being a technical expert.
  • Experience in contract and supplier management.

Desirable:

  • Experience in public sector or offshore energy data.
  • Risk management experience.
  • Understanding of the offshore energy industry or regulatory environments.
  • Negotiation skills and experience.

This role is not part of the Civil Service or an accredited Non-Departmental Public Body, which may affect continuity of service if you apply and are successful. This position includes the option to apply for a Civil Service Pension.
