Job Title: Maintenance Officer

We are seeking a highly skilled and experienced Maintenance Officer to join our team at the Scottish Federation of Housing Associations. As a key member of our maintenance team, you will be responsible for providing an efficient maintenance service to our tenants and service users, ensuring their comfort and safety while maintaining high levels of satisfaction.

Main Responsibilities:
  1. Provide technical advice and support on all aspects of the day-to-day repairs service.
  2. Identify and authorise works required to void properties, including issuing work orders and carrying out void post inspections.
  3. Carry out general maintenance pre & post inspections, ensuring all repairs are coded correctly and works ordered appropriately.
  4. Ensure customers are kept informed in all aspects of the Association's maintenance service.
  5. Assist in the maintenance of the approved list of contractors and carry out contractor monitoring performance.
  6. Assist the Senior Maintenance Officer to check and approve invoices for payments within authorised limits.
  7. Prepare detailed specifications for cyclical and planned work, and organise competitive quotes and tenders for maintenance work as required.
  8. Ensure all work completed complies with statutory timescales, e.g. right to repair, gas safety and electrical inspections.
  9. Carry out surveys as required and liaise with contractors and tenants.
  10. Assist the Senior Maintenance Officer to continuously update and record stock condition information on the computerised database.
  11. Ensure ongoing compliance with relevant legislation, i.e. EESSH.
  12. Support the Senior Maintenance Officer in monitoring, controlling and reporting on actual expenditure against maintenance targets.
  13. Support the maintenance team with related customer complaints and ensure they are recorded, responded to timeously in line with procedures.
  14. Support the Senior Maintenance Officer with insurance claims in conjunction with the Senior Housing Officer.
  15. Assist in the training and development of new team members, where required.
  16. Assist in the development of new policies and procedures commensurate with the role of Maintenance Officer.
  17. Ensure all contractors used by the Association comply with health and safety requirements.
  18. Support the factoring service to ensure compliance with all aspects of the Association's policy and relevant statutory requirements.
  19. Contribute to the production of the annual report, quarterly newsletter, and internal management/business plan.
  20. Assist in the preparation of reports for the Operations sub-committee/Senior Management Team and present if required.
  21. Ensure that any particular needs of tenants are recorded, and the database is current and accurate.
  22. Carry out inspections and co-ordinate/instruct works for any mortgage to rent/buy-back properties to ensure compliance with timescales.
  23. Contribute to the overall activities of the Association and carry out other duties as requested by the Senior Maintenance Officer, Operations Manager or Director.
  24. Assist with disabled adaptations, including liaising with Occupational Therapists and ensuring compliance with local authority.
  25. Ensure that records kept or collected by the Association are in accordance with the requirements of Data Protection legislation.
  26. Be prepared to undertake activities out-with normal working hours, e.g. Committee meetings, customer meetings, training or critical incidents.
