Position Overview
Park Avenue Recruitment is collaborating with a prominent Local Authority in the East of England seeking a Senior Infrastructure Planning Officer to oversee National Infrastructure initiatives.

Role Summary
This Local Authority is in search of a highly skilled Senior Planning Officer to join their team on a temporary basis. The successful candidate will support a Project Manager and Planning Technician in delivering high-quality, well-designed Nationally Significant Infrastructure Projects (NSIPs) within the region.

Key Responsibilities
1. Lead the engagement process to formulate the Council's corporate response to the Development Consent Order (DCO) stage for a diverse range of infrastructure proposals.
2. Maximize the Council's influence to shape and secure developer contributions for strategic and complex DCOs, collaborating closely with the Senior Leadership Team and affected Local Planning Authorities.
3. Conduct thorough technical analysis, negotiation, and assessment of complex development proposals, providing professional advice to ensure evidence-based recommendations are made.
4. Represent the Council on financial and infrastructure matters, leading negotiations on intricate DCO applications to support strategic planning initiatives.
5. Prepare briefing notes, reports, and recommendations for senior leaders within the Council, implementing resolutions and decisions effectively.

Collaboration and Stakeholder Engagement
Work collaboratively with key stakeholders to advance planning control matters, ensuring that DCOs are comprehensively appraised and evaluated.

Public Engagement
Coordinate and present evidence at public inquiries and examinations to defend the Council's planning decisions as necessary.

Project Management
Lead critical elements of planning projects and deliver specific outcomes using project management methodologies to ensure timely and budget-compliant project delivery.

Qualifications and Experience
- Candidates must hold MRTPI qualification.
- Familiarity with NSIPs and DCOs is highly desirable.
- Strong negotiation skills and extensive stakeholder management experience are essential.
