Overview

As a key member of the Central Rail Systems Alliance (CRSA), the Lead Programme Manager will oversee the management of the domestic work-bank for the East Coast, North & East, and East Midlands Plain Line projects. This role encompasses various disciplines including Permanent Way (Pway), Overhead Line Equipment (OLE), signalling, and Electrical & Power (E&P) as part of the renewals initiative, guiding projects from conception through to completion and finalization.

Key Responsibilities

  • Direct and coordinate the CRSA Plain Line domestic track renewals and enhancement projects, ensuring seamless delivery within the existing resource framework.
  • Achieve CRSA Key Result Areas (KRA's) across the entire renewals programme.
  • Maintain compliance with financial governance standards.
  • Manage the programme budget to meet unit rates aligned with Strategic Business Plan objectives.
  • Identify and implement efficiency savings in accordance with CRSA targets.
  • Explore synergies within the domestic and enhancement programme to integrate S&C and PL works effectively.
  • Ensure adherence to the change management process.
  • Engage with stakeholders to secure optimal outcomes for both the Alliance and Network Rail.
  • Recognize and mitigate risks at the programme level.
  • Align engineering and project management teams to achieve Minimum Viable Product (MVP).
  • Escalate risks and issues as necessary.
  • Ensure project managers comply with PACE and DWWP timelines.
  • Oversee safety management protocols.
  • Facilitate knowledge sharing among all project management teams.
  • Collaborate within CRSA to enhance operational efficiencies under the Operations Director.

Qualifications and Experience

Essential:

  • Membership in a relevant professional organization with chartered status and/or a degree-level education.
  • Proven experience in effectively managing large-scale programmes within the construction and/or rail sectors.
  • Strong commercial acumen and financial insight.
  • Understanding of investment processes and procedural principles.
  • Familiarity with Health & Safety, quality, and environmental legislation and best practices.
  • Exceptional communication skills with a track record of leading and facilitating behavioral change in large organizations.

Desirable:

  • Experience or knowledge of the UK railway sector.
  • Six Sigma certification.
  • Completion of the Strategic Safety Management Course.
