Job Overview

The Charge Card Program Administrator is responsible for guiding and instructing travel and SPCC cardholders on the relevant state and university policies, procedures, and systems. This role includes leading the communication efforts directed towards the users of the University's Bank of America services and administrative staff.

Key responsibilities include:

  • Developing and implementing auditing and tracking tools, both in printed and electronic formats, to support internal and external needs.
  • Assisting in the formulation and execution of short-term and long-term objectives for the Office of Procurement Services.
  • Maintaining and updating procedural documentation and policies.
  • Possessing a comprehensive understanding of the Virginia Public Procurement Act (VPPA) and related regulations.
  • Managing terminations and dispute resolutions, including meetings with cardholders and departmental staff to resolve transaction disputes.
  • Ensuring compliance with the Commonwealth's SWaM procurement requirements and supervising adherence among end users and cardholders.
  • Providing advisory services and training to university department staff regarding purchasing policies.
  • Demonstrating considerable knowledge of state and federal regulations concerning small purchases as outlined in the Commonwealth Accounting Policies and Procedures (CAPP) Manual.
  • Exhibiting proficiency in computer applications, including the creation and management of complex Excel spreadsheets and Word documents.
  • Conducting ad-hoc reporting for leadership and external agencies.

Minimum Qualifications

An Associate's Degree in business administration or a related field is required. Proficiency in computer systems and software (e.g., MS Office, SharePoint) is essential. Experience in managing large datasets and charge/corporate card reports is necessary.

Additional Considerations:

A Bachelor's Degree in business administration, procurement, auditing, or a related discipline is preferred. Candidates should have a minimum of two to four years of experience in charge card administration within a public sector context, or an equivalent combination of education and experience that provides the requisite knowledge, skills, and abilities. Certification as a Virginia Contracting Associate (VCA) is preferred or the ability to obtain it within one year of employment.
