Job Summary

The Commonwealth of Virginia is seeking a highly skilled Employment Analyst to join the Human Resources Division. This role will be responsible for career progression and promotion of sworn employees, as well as preparing for, proctoring, grading, and finalizing the yearly sworn promotional test.

Key Responsibilities

  • Develop and implement career progression programs to promote sworn employees
  • Prepare and administer promotional testing, including verifying test materials and filing completed instruments
  • Prepare related correspondence and work with department members to ensure proper administration of the sworn promotional program
  • Collaborate with the International Association of Chiefs of Police to obtain serial numbers for promotional testing
  • Develop a promotional testing timeline and prepare sworn announcements for promotion, demotion, and competitive transfer opportunities
  • Assemble and complete required documents, receive qualification summary sheets, and review weight sheets to meet required State Police Manual guidelines
  • Administer the Career Progression Program and prepare certificates
  • Provide backup support and cross-train with other Employment Unit members

Requirements

  • Working knowledge of human resources policies and procedures, employment recruitment and selection procedures, and human resources automated systems
  • Skills in using a computer, including Microsoft Office Suite applications and data entry
  • Demonstrated ability to create and format employment announcements, review incoming employment forms, provide training, and independently investigate and solve problems related to human resources issues
  • Graduation from high school or equivalent
  • Experience in using personal computers and related software, such as the Microsoft Office Suite

Preferred Qualifications

  • Knowledge of the Department of Human Resource Management policies and procedures related to employment
  • Experience working with third-party testing providers, such as proctors, remote testing services, and testing facilities
  • Ability to facilitate an entire testing program
  • Experience in using Oracle eBusiness Suite (OEBS), Cardinal, and PageUp
