Our Division

The Lead Change Portfolio Analyst position is situated within the Change Portfolio Office (CPO), part of the Project Delivery and Change Directorate (PD&C), which establishes standards and enhances capabilities in project execution and transformation. PD&C supervises the Civil Service's portfolio of significant change initiatives, offering support and assurance to ensure optimal delivery of change projects aligned with our strategic goals.

The CPO team functions as a central unit with strategic oversight of major change initiatives, placing you at the core of governmental operations. We guarantee that the Department invests in the appropriate change projects, providing critical insights to guide senior decision-making and supporting the successful delivery of major initiatives. Our objective is to enhance project outcomes and benefits for businesses, the public, and taxpayers.

Position Responsibilities

As the Lead Change Portfolio Analyst, you will act as a subject matter expert, offering constructive feedback and serving as the primary contact to assist projects in realizing their intended benefits. We ensure that projects are well-prepared for success, with comprehensive plans, risk logs, and governance structures in place. You will help identify overarching themes and escalate issues and challenges as necessary.

We seek an individual to assist in designing, implementing, and maintaining a portfolio management and control framework with standardized processes and governance. This includes establishing and upholding the Change Control process to manage and regulate scope effectively. You will also contribute to essential PMO functions such as RAID management, planning, reporting, data analysis, lessons learned, and tool development. Your contributions will feed into a regular reporting cycle, providing insights, analyses, and information that enhance portfolio oversight and empower senior management to make informed decisions.

Key Responsibilities Include:

  • Portfolio Management Frameworks: Collaborate with the broader team to design, implement, and maintain documentation for the Project Delivery Portal, a centralized repository of project standards and guidance for the Civil Service project delivery community. This includes establishing and maintaining a definitive Change Control process.
  • Stakeholder Engagement: Develop and sustain strong working relationships with partners and stakeholders, demonstrating the ability to work across boundaries to influence and gain the trust of senior project delivery leaders and sponsors.
  • Risk and Issues Management: Assist projects in establishing effective RAID management, analyzing risks and issues across the portfolio, and identifying common themes and challenges.
  • Planning: Aid projects in developing effective planning practices, compiling and analyzing high-level plans from across the portfolio to provide critical insights to senior management.
  • Portfolio Reporting and Analysis: Support the monthly reporting process for the Civil Service's major programs portfolio, including providing analysis and insights on bi-monthly returns for the portfolio reporting pack and other performance analyses as required.
  • Account Management: Assist the Portfolio Account Manager in ensuring that projects align with departmental strategic objectives. Occasionally, this may involve taking on account management responsibilities for specific projects, which will require regular engagement with Project Managers and participation in Project Boards.
  • Project Support: Provide support to projects throughout their delivery lifecycle to ensure they are effectively set up and running, assisting customer delivery through general advice, risk management, planning, reporting, etc.

Candidate Profile

Essential Qualifications:

  • Project Delivery: Demonstrated knowledge and skills in Project Delivery, with experience in managing portfolios, programs, and projects.
  • Project Delivery Frameworks/Methodologies: Understanding of project delivery practices, with a background in projects and experience utilizing and advocating associated project delivery methodologies.
  • Analytical Skills and Insight: Ability to analyze data and present qualitative and quantitative information succinctly and meaningfully while collaborating with programs and other portfolio functions.
  • Delivering at Pace in Ambiguity: Capability to work under tight deadlines and adapt to changing circumstances, managing competing priorities while ensuring the delivery of high-quality outputs.
  • Changing and Improving: Ability to identify improvement opportunities and develop innovative approaches to enhance service quality and processes.
  • Project Delivery Accreditation: Must be a government-accredited Project Delivery professional or willing to pursue accreditation.

Qualifications:

Candidates must possess one or more project delivery qualifications as outlined in the Government Project Delivery Capability Framework.
