About the Role:

  • The Virginia Department of Transportation (VDOT) Information Technology Division is in search of an experienced Project Management Specialist to oversee and execute intricate IT initiatives involving multiple teams and work streams, all aligned with a stringent delivery timeline.
  • Reporting to the program manager, the Project Management Specialist is accountable for the successful delivery of designated projects. This role entails guiding the team through the established Commonwealth Standard for Project Management, ensuring effective completion of all project phases: Initiation, Planning, Execution, Control, and Closure.

The Selected Candidate Will:

  • Act as a proactive technical project manager, collaborating closely with development teams and business units.
    Facilitate communication and coordination with ITD management and staff to streamline work tasks and resource allocation.
  • Clearly communicate project timelines and expectations to both technical and business personnel.
  • Engage with vendors, consultants, and contractors throughout project execution, including managing contracts and liaising with procurement offices.
  • Comply with VDOT and VITA project management standards and governance protocols;
  • Coordinate efforts with VDOT and VITA Project Management Offices.
  • Oversee project budgets, plans, tasks, schedules, risks, and status updates, disseminating information to team members and stakeholders as outlined in the communication strategy.
  • Ensure comprehensive documentation of requirements and use cases, and facilitate design workshops for assigned projects.
  • Define testing objectives, develop test plans, and create test cases for the projects under management.
  • Manage project milestones and deliverables to ensure timely and budget-compliant outcomes.
  • Establish, measure, and effectively communicate progress using relevant metrics.
  • Support training initiatives for systems and applications.

Qualifications Required:

  • Proven ability to engage effectively with clients and project team members.
  • Strong analytical skills to translate requirements into technical specifications.
  • Familiarity with project management tools, methodologies, and best practices.
  • Experience in analyzing, designing, developing, troubleshooting, and implementing technology solutions.
  • Proficiency in Microsoft Project software.
  • Competence in the Microsoft Office Suite (Word, Excel, PowerPoint) and Microsoft SharePoint.
  • Understanding of data modeling and interface management applications and tools.
  • In-depth knowledge of project management methodologies.
  • Active Project Management Professional (PMP) or VITA certified Project Management certification.
  • Effective oral and written communication skills.
  • Experience with both Agile and Waterfall project management frameworks.
  • Ability to program and generate custom reports using standard IT application tools.
  • A combination of education, training, or experience in Computer Science, Information Systems, Engineering, Business Administration, or a related field is preferred.
  • Progressively responsible experience in system analysis, design, development, testing, and troubleshooting.

Preferred:

  • Agile Scrum Master certification.
