Position Overview

The Health and Safety Executive (HSE) serves as the national authority for workplace health and safety in Britain. Our mission is to safeguard individuals and environments, promoting safer and healthier lifestyles for all.

Within our Operational Services Division, the Change Team operates through three main components: (i) Transformation Office, (ii) Programme & Project Management (PPM), and (iii) Change & Business Improvement (C&BI). The latter two components consist of practitioners assigned to various projects and programs within HSE, each overseen by a Head of Change and supported by a Practice Lead.

The Business Analyst (Band 3) is a vital role within the C&BI component, reporting to the C&BI Practice Lead or a Change and Business Improvement manager. This position involves collaboration with Digital, Data, and Technology professionals, as well as operational and subject matter experts from various HSE divisions, to design, develop, and implement innovative operating models and digital services.

In the context of digital and transformation initiatives, our Business Analysts are responsible for articulating business and user requirements, designing and implementing new services, and documenting processes, organizational structures, and operational methodologies. Additionally, they provide ongoing improvement support to HSE's operations.

As part of our expanding community of practice, you will have opportunities to enhance your skills and may occasionally mentor or oversee junior Business Analysts.

Flexible Working Hours

Part-time working arrangements are available for this role, with a minimum commitment of 30 hours per week.

Role Responsibilities

As a Business Analyst, you will collaborate within multidisciplinary digital teams to identify and clarify user and business requirements, translating business challenges and user needs into actionable specifications.

  • Conduct independent business analysis activities, including performance and productivity baselining, demand analysis, impact and feasibility assessments, scenario modeling, and benefits analysis.
  • Engage with stakeholders across the organization to gain a comprehensive understanding of their needs.
  • Translate user and business requirements into user stories and functional/non-functional specifications to facilitate effective design, development, testing, and implementation of services.
  • Work closely with digital and change colleagues, including Product, Delivery, Service Design, User Research, Project Management, and Change Management.

Travel Requirements

Travel to various HSE offices may be necessary based on business and project needs.

Candidate Profile

Essential Skills and Qualifications:

  • Proven experience in capturing user needs and requirements, along with documenting functional and non-functional specifications and user stories.
  • Ability to assess current processes and design future state processes, workflows, and user journeys.
  • Strong stakeholder engagement and management skills, capable of working with diverse stakeholders and adapting communication styles as needed.
  • Experience in supporting the implementation of new processes and technologies, facilitating effective change management and business deployment activities.
  • Familiarity with Agile delivery environments and the use of relevant tools and techniques.
  • Proficient in Microsoft tools, including Excel, Visio, SharePoint, PowerPoint, and platforms such as Azure DevOps.

Qualifications

BCS (formerly ISEB) Foundation in Business Analysis certification or equivalent experience demonstrating a comprehensive range of analysis activities.
