Blaby District Council is a local authority situated in the East Midlands, offering a unique blend of leisure, nature, and culture to its residents. The Council has been recognized for its commitment to well-being and happiness, ranking second in Leicestershire for well-being.
The Council has launched its new Local Plan, focusing on the development and growth of the region. As part of this initiative, they are seeking a new Accountancy Services Manager to lead the finance team in the management of the authority's financial operations.
The successful candidate will be a pro-active, confident, and engaging leader who is keen to get hands-on in working collaboratively across the authority to improve service levels, fostering a high-performance culture.
Key Responsibilities:
- Manage the Accountancy Team, ensuring adequacy of service cover and staff performance.
- Support the Finance Group Manager in the production and publication of the Council's annual accounts, complying with accounting and statutory requirements.
- Directly line manage, develop, and mentor 4 members of the team.
- Be fully responsible for in-year completeness, accuracy, and timeliness of the financial ledgers, including control accounts.
- Ensure all budgets are produced and completed on time, oversee the budget monitoring process, and act as the key contact with budget managers.
- Manage and control all treasury operations and taxation functions.
- Be responsible for the compilation, verification, and submission of grant and statistical returns to Government Departments and professional bodies.
- Deliver routine, budget monitoring, performance management, and ad-hoc reports as required for management information and Cabinet/Council.
- Ensure all Accountancy Services staff and key colleagues are regularly briefed on any changes in requirements.
- Be the first point of contact for Internal and External Audit.
- Carry out any other duties as may be deemed necessary by the Finance Group Manager or Executive Director.
- Attend evening council meetings/committees and work outside normal office hours as required.
- Act as Deputy to the Finance Group Manager.
The ideal candidate will bring fresh ideas and approaches to the authority to help improve performance and efficiencies. Although experience of working within local government would be beneficial, candidates who have worked in the wider public sector or commerce and industry and can demonstrate high levels of technical finance and an affinity or desire to work within a local authority are welcome to apply.
A non-negotiable is that you will be a pro-active, confident, and engaging leader who is keen to get hands-on in working collaboratively across the authority to improve service levels, fostering a high-performance culture.
You will be rewarded with an attractive salary (£46,464 - £49,498) and benefits package, including access to the Local Government Pension Scheme and hybrid working.
There is an expectation that you will be in the Council offices in Narborough for 1-2 days per week.
