The Army’s Programmes Directorate brings together all the key change programmes within the Army to optimise their delivery, and to direct and monitor the Army’s change portfolio to ensure that programmes are delivered to performance, cost and time. The Directorate will also drive effectiveness, resource prioritisation, and excellence in project and programme delivery. Director Programmes is responsible for the pan-Defence Line of Development (DLOD), development and delivery of new Army capability within the Change Portfolio.

The Army has a number of exciting Civil Service opportunities as part of the wider Government Project Delivery Profession. Project Delivery is the UK Government’s function for Project, Programme and Portfolio management (P3M).

The Army intends to manage Project Delivery skilled staff on a flexible basis to ensure that programmes have the talent required to deliver outputs and improve opportunities in support of skills development and wider career pathways. Successful applicants may therefore be redeployed flexibly within the portfolio as priorities change and programmes start and stop.

This position is advertised at 37 hours per week.

**Job description**:

Programmes Change Portfolio Office operates as a key component within the Programmes Directorate within Army Headquarters. This newly formed Directorate brings together all the key change programmes within the Army to optimise the develop and deliver activities alongside an Integration Design Authority. This enables the Directorate to direct and monitor the Army’s change portfolio to ensure that programmes are delivered to performance, cost and time. The Directorate acts as a standard-bearer to drive effectiveness, resource prioritisation, and excellence in project and programme delivery, governed and assured through a portfolio approach.

The Programmes Change Portfolio consists of circa 43 major change programmes and covers equipment, infrastructure, personnel, information, and business change (efficiency) activities and represents a total investment of circa £30 Bn+ over 10 years. The Army has elected to put Portfolio, Programme and Project Management (P3M) at the heart of its operating model.

The Programmes Change Portfolio Office has oversight of the portfolio driving evidence-based decision making to underpin successful programme delivery. Ensuring that effective governance and assurance are in place, and that portfolio, programme and project standards are maintained. The portfolio office will: flexibly deploy resource; provide Subject Matter Expert advice; support capability development; provide analysis and insight to senior decision makers; ensure that effective governance and assurance is deployed; and programmes are appropriately resourced and supported.
