The role of Governance and Quality Support is a new one within the people function at NCH&C NHS Trust, acknowledging the strategic importance we have placed as an organisation on attracting and developing brilliant and fulfilled teams. The person in this role will support the delivery of excellent standards of quality and ensure robust governance processes are in place in the teams within HR. This will include a range of governance activities to monitor, analyse and support delivery of systems and processes in line with local and national requirements.

You will be responsible for monitoring compliance against a range of national and local standards as well as overseeing ongoing national and local audit programmes. You will need to maintain relationships and shared learning across the wider HR team ensuring governance activities are in line the trust policies and agreed processes.

You will be knowledgeable governance issues and audit processes, organised with an analytical and investigative approach, be skilled with the interpretation of data and have excellent report writing skills. You will also need good people and communication skills to engage with others in the team around governance issues.

The postholder will require engagement with internal and external stakeholders and include continued improvement on areas such as areas of HR Governance, Policy Administration, Management of Datix risk / incident management and investigate areas of raised HR concern.

The postholder will be responsible for monitoring compliance against a range of national and local standards including but not limited to Care Quality Commission (CQC), NHS Information Governance Standards and NHS Employer guidance as well as local quality standards and ongoing national and local audit programmes. To maintain relationships and shared learning across the wider HR team ensuring governance activities are in line with trust policy and agreed processes.

Main Duties & Responsibilities

Within HR, support teams / departments in ensuring compliance with core NHS standards including but not limited to Care Quality Commission (CQC) guidance, NHS Information Governance Standards, NHS Employers, HMRC and the Department of Health (DoH).

Co-ordinate the compilation of regular governance and workforce reports.

Collate all required information and ensure timely submission of accurate data to inform the internal and external assurance frameworks.

Initiate the investigation of incidents and HR matters in a timely manner and manage the HR incident reporting system and risk register. Escalate incidents to the Head of Resourcing where appropriate.

Work with wider HR team to promote and encourage an open reporting and learning culture around incidents and “near misses”. Work with Head of Resourcing to collate any learning for the team and / or the wider organisation.

Develop own knowledge and practice and actively assist others to continually professionally develop.

Demonstrate and support a working environment and culture that actively improves health, safety and security.

Support and enable equality, diversity and rights.

Prioritise and communicate key issues to the Head of Resourcing or the Senior Management Team in line with the needs of the trust.

Work with the HRBP responsible for policy oversight to continually review established processes and inform process owners of potential improvements and changes as and where necessary to support the trust in delivery of objectives in the most efficient manner.

Working with the wider organisation, lead the HR preparation for assessments from NHS regulators such as CQC and Internal / External auditors

To work closely with the Head of Resourcing in leading the accurate and timely reporting and provision of information as and when requested by NHS regulators such as CQC.

Coordinate with the wider team to pull together regular workforce reports to support board sub committees and board reports.

To support the Head of Resourcing in the implementation of changes to ensure compliance with national and local standards.

In collaboration with the HRBP responsible for policy development relating to risk management, IG, emergency planning and continuity of service provision. Review and update relevant strategies, policies and procedures as required.

Risk Management

Proactively manage the incident reporting system, including the risk register ensuring all incidents are investigated in a timely manner and the lessons learnt are shared with all relevant teams and team members.

Ensure appropriate reporting, investigation and management of incidents is undertaken in accordance with documented processes and
