**Job description**:
The rail industry is a public-private partnership, with train services delivered (mostly) by private sector train operating companies (TOCs) funded through contracts with the Department for Transport (DfT) and devolved authorities, and the infrastructure managed by the Government-owned company Network Rail.

**Roles and Responsibilities**

**_ Your key duties and responsibilities will include:_**
- Owning and leading the development of policy for reforms leading to changes in how the rail industry’s work force is deployed.
- Working closely with a wide range of internal and external stakeholders and other Government Departments.
- Taking the lead on industry engagement.
- Briefing and updating senior managers and Ministers on progress, seeking guidance and decisions where required.
- Making decisions relating to how reforms should be delivered in line with Ministerial guidance following industry consultations, evidencing and defending these decisions.

**About you**

You will be someone with strong personal impact who can look beyond the norm and see the bigger picture, identifying areas of improvement and handling risks to help meet the departmental strategy on rail workforce.

You will display excellent interpersonal skills and be a trusted adviser, with the credibility to influence and challenge effectively to gain consensus on complicated areas of policy, and will display resilience dealing with ambiguity and uncertainty. With excellent collaborative skills, you will build strong working relationships with your colleagues and key industry partners.

You will demonstrate excellent communication skills, display high-quality drafting skills with an ability to write concisely for diverse audiences, including writing briefings and convey complex information clearly and succinctly in an informative and persuasive way.

You will be very organised with the capability to work at pace, deliver timely performance, and balance a varied workload with often competing priorities and deadlines.

**Further information**:
You will have the option to be based in our London office attracting the London salary, or in Leeds or Birmingham attracting the National salary. If based in Leeds or Birmingham, occasional travel to our London office will be required for key meetings and team events.

A minimum of 40% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.
