To ensure the delivery of professional, high-quality expertise and advice on all HR matters to the BGSW, Devon and Dorset Prison clusters within the Forensic & Offender Healthcare Directorate.

To ensure timely advice and support is given to staff and managers on the full remit of the People Services, which will include employee relations, change management, recruitment and retention, workforce planning, learning and development, organisational development and equality. This may include advising on the workforce implications of introducing new service models and supporting the preparatory work on responses to bids/tenders.

To ensure there is consistency of approach with the support and advice provided across the People Teams and development of strong working relationships with the central People Teams, to promote best practice in human resource management.

To be a visible, credible and compassionate leader, adopting a coaching and facilitative style to ensure high levels of knowledge transfer, to ensure Line Managers feel confident and competent to manage the full remit of people-issues across the patch.

To be a proactive individual who is able to use their own initiative effectively and demonstrate a positive and logical approach to problem solving.

To ensure the Prison Services in the BSGW, Devon and Dorset clusters feel part of the Trust and operate in a consistent way with the Trust’s values and objectives.

To manage the HR team for BGSW, Devon and Dorset to ensure the provision of a comprehensive and high quality HR service to all staff within this region.

Oxleas offers a wide range of NHS healthcare services to people in community and secure environment settings. Our services include community health care such as district nursing and speech and language therapy, care for people with learning disabilities and mental health care such as psychiatry, nursing and therapies. Our multidisciplinary teams look after people of all ages and we work in close partnership with other parts of the NHS, local councils and the voluntary sector and through our new provider collaboratives. Our 4,300 members of staff work in many different settings including hospitals, clinics, prisons, secure hospitals, children’s centres, schools and people’s homes.

We have over 125 sites in a variety of locations in the South of England. In London we operate within the Boroughs of Bexley, Bromley Greenwich and into Kent. We manage hospital sites including Queen Mary’s Hospital, Sidcup and Memorial Hospital, Woolwich, as well as the Bracton Centre, our medium secure unit for people with mental health needs. We are the largest NHS provider of prison health services providing healthcare to prisons within Devon, Dorset, Bristol, Wiltshire and Gloucestershire, Kent and South London. To work closely with the Head of HR for Forensic & Offender Healthcare Services and managers within the BGSW, Devon and Dorset Prison Clusters, to provide expertise and training in the full range of People processes to ensure the service needs are met.

To understand the contractual arrangements for the services and work to the prescribed workforce service specification and KPIs.

To provide high-level expertise and guidance on complex people issues, making judgements based on legislation, organisational precedent and best practice approaches.

To provide support to managers on change management processes and TUPE transfers in line with legislation and best practice.

To take the lead on complex employee relation cases, including advising managers on investigations, sitting on panels and supporting appeals.

To guide managers to identify and implement workforce developments, such as new ways of working and role redesign, to improve service delivery.

To ensure managers are adequately trained and supported to carry out the full range of people management processes, including appraisals, sickness absence management, capability and conduct management, in line with employment legislation and best practice.

To support managers with developing recruitment and retention campaigns to support service delivery, optimising skill mix and maximising productivity.

Work in partnership with the Trust’s Resourcing and Temporary Staffing Manager to create a bespoke Recruitment and Retention Strategy for the South West region.

To advise managers about the design of job roles, structure and the Agenda for Change job evaluation process and take an active part in the job evaluation process.

To support the services to develop a culture that promotes, embeds and values equality and diversity through its systems, behaviours and service delivery.

To promote Oxleas’ Values and support our Building A Fairer Oxleas campaign.
