Leasehold Management Officer

We’re currently looking for a Leasehold Management officer to undertake S20 consultation with residents and oversee Swan’s contract with our appointed agent managing the commercial leasehold portfolio.
The right individual would be dealing with all aspects of formal consultation for major works and service contracts to fully comply with Section 20 of the Landlord & Tenant Act 1985 (as amended) to ensure full recovery of Swan’s incurred costs and be the main contact point for the agent responsible for the day to day management of our commercial leasehold units.
The role requires an understanding of relevant legislation and a strong eye for detail. The officer will manage conflicting priorities, work to deadlines as well as advise on varying commercial and residential leasehold issues.
**Responsibilities**:
- Having a comprehensive understanding of the requirements of section 20 of the Landlord and Tenant Act 1985 (as amended) and the Landlord and Tenant Act 1954.
- To be the point of contact for queries and advice, externally and internally concerning leases, leasehold management and the liability of leaseholders to contribute to Section 20 expenditure.
- To be the central point of contact for the agent responsible for the management of Swan’s commercial portfolio and make day to day decisions relating to all aspects of commercial leasehold management.
- Work closely with others both internally and externally to ensure effective delivery of services.
- Interpret long leases to ensure consultation for works is undertaken in accordance with the provisions of the lease and that the commercial units are being managed in line with the leases.
- Deal with enquiries relating to Section 20 consultation and respond to formal written observations within statutory timescales.
- Arrange and attend any resident meetings that may be required as part of Section 20 consultation.
- Work with colleagues and external consultants to ensure consultation required for the procurement of contracts is undertaken correctly and in a timely manner.
- Review proposed commercial leases and service charge construction for new build schemes. Provide advice to Development Managers on lettings terms, rent free periods etc.
Prepare cases for Court, Mediation and Tribunals, attending and giving evidence where necessary.
- Maintain and update records used for reporting purposes.
**Requirements**:
- Experience in implementing and managing Section 20 consultation.
- Good knowledge and understanding of Section 20 of the Landlord and Tenant Act (as amended) and The Service Charges (Consultation Requirements) (England) Regulations 2003.
- Good knowledge and understanding of the Landlord and Tenant 1954.
- Experience in managing a commercial portfolio.
- Good knowledge of residential and commercial leases.
- Knowledge of key leasehold legislation.
- Computer literature with knowledge of MS packages
- Understanding of customer care and quality issues
**Requirements (desirable not necessary)**:
- Recognised qualification in housing management, property management or a legal qualification.
- Experience in the management of leasehold properties.
- Experience of presenting information to Court, Mediation or Tribunals.
- Experience of working in an organisation where quality systems have been introduced.
- Use of own transport.
