**Job description**:
We are inviting applicants to work on the UK's Carbon Capture, Usage and Storage Programme. This work is a key priority for Ministers and was one of the areas set out in the Prime Minister’s 10 Point Plan for a Green Industrial Revolution and is considered critical for the Net Zero Strategy.

The Network Optimisation team is a central cross-cutting team responsible for configuring new CCUS clusters and transport and storage networks to maximise government ambitions while ensuring networks are timely, within affordability constraints, achieve VfM and prepare for long term growth. The successful post holder will have flexibility to develop the programme of work within the team and build the role around the delivery of Track 1 and 2 of the CCUS cluster sequencing programme.

The work requires a capable network specialist who is comfortable balancing technical and financial inputs to integrate and deliver CCUS for UK industrial clusters. This role will involve engaging internally and across Whitehall to develop and define funding approaches, drawing together several funding models and pots across the CCUS programme. The work will require the development of a strong, broad understanding of all aspects of this complex, technical programme and establishing relationships across and outside the department to act as a central leader in the delivery of this ambition Programme. The role presents a challenging combination of technical integration, funding negotiation, strategic awareness and programme delivery.

**Person specification**:

- Network development and analysis - analysing technical and commercial network options and considering the practical and financial implications of decisions for the wider CCUS programme.
- Leading the development and refinement of cluster network plans working with other BEIS technical teams and T&Scos ahead of final negotiations with CCUS projects.
- Coordinating the NO team's input into the design and launch of Track 2 of the CCUS programme.
- Line and contractor management - planning and directing resources to deliver key programme milestones.
- Strategic engagement and coordination - building relationships and working closely with teams across the CCUS programme to ensure their needs are met and NO provides sufficient input into other teams' deliverables.

**Skills and experience**

- Experience negotiating funding for infrastructure programmes, including working with analytical inputs, outputs and directing analysts.
- Experience working in energy or decarbonisation technical area (e.g. CCUS, Hydrogen, power, industrial decarbonisation).
- Experience of leading network design work to deliver a complex infrastructure programme.
- Expertise working with and through others on complex technical or commercial programmes.
- Excellent communication and engagement skills and an ability to build relationships.
- Ability to assess a range of information and present clear technical options and recommendations.
