The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:

For 2023, our priorities are:

- Ensure security of energy supply this winter, next winter and in the longer-term - bringing down energy bills and reducing inflation.
- Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.
- Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.
- Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses.
- Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries.
- Pass the Energy Bill to support the emerging CCUS and hydrogen sectors; to update the governance of the energy system; and to reduce the time taken to consent offshore wind.

**Job description**:
The HR Finance team is a small team of dedicated individuals supporting the finance function with the HR Directorate in the Department of Energy Security and Net Zero.

The role is key within the HR Finance Team, leading the day-to-day operations of the team while providing strategic and insightful analysis of the directorate’s budgets.

The post holder will work closely with the PMO Manager, providing monthly updates to the HR SMT and Chief People Officer, highlighting any issues and ways that they can be addressed.

The role will be key in supporting HR Business Planning for the Directorate, supporting any activity required for the spending reviews through modelling options, providing insight into HR budget trends and spend and working with Finance colleagues on submissions for review.

**Person specification**:

- Managing the HR budget setting process and proactive management of spend against budgets across the year.
- Measuring and understanding the pattern of spend in the Directorate, flagging issues and anomalies. This insight can then be used to put spend into context to advise on available spend and early identification of issues, leading to faster resolutions.
- Coordinating the operational side of Finance Team: raising PO, receipting invoices, cashflow forecast.
- Monitor the spend for In Year Award for the Directorate, reporting spends throughout the Year and flagging issues.
- Ensure compliance with financial accounting processes and Implementing Departmental Finance best practice aligning with Governance Finance requirements.
- Manage and develop HR managed records for payment of a wide variety of suppliers, both internal and external to the Civil Service.
- Initiative-taking on problem solving and answering questions from HR colleagues whilst using your initiative to resolve issues.
- Able to horizon scan and scope the needs of your work and suggest solutions and mitigations on future problems.
Stakeholder engagement skills, working with stakeholders to gain a consensus and deliver sound advice when needed to help drive an activity or problem to a solution.
