Gloucestershire Constabulary have an exciting opportunity for a senior HR professional to join us as our Head of HR Services. As Head of HR Services, you will have a significant impact on the way in which they organise, support and resource their peopleand contribute directly through this work to service the public of Gloucestershire.

Main Responsibilities:

- The role holder is responsible for leading, directing and delivering high levels of HR performance across the employee life cycle of HR services across the Constabulary and OPCC covering police officers, police staff, special constables and volunteers.
- Responsibility for ensuring effective performance against the HR Services performance framework, delivering value for money, return on investment, customer satisfaction, legal compliance and aligning performance to the wider Constabulary performance environment.
- Lead the HR management team, ensuring professional competence, high standards of professional advice and delivery of local HR plans and priorities aligned to operational priorities and activities.
- Lead the customer services function ensuring delivery of high quality HR advice and guidance, HR policy and costumer administrative service encompassing (but not limited to) new starters, leavers and payroll.
- The role holder is responsible for owning the Constabulary workforce plan. Ensuring delivery of high quality workforce planning services and effective execution of workforce planning activities and approaches.
- Represent the Constabulary at specialist HR and People Leadership networks within and outside of Policing across partnerships, best practice networks and national consultation and engagement frameworks.
- Take a lead role in ensuring progressive, effective employee relations across the Constabulary working in partnership with staff associations, leading consultation (collective and individual) activity ensuring open and constructive communication, consultationand information.
- As the corporate owner of critical ICT and technology systems, take ownership for development, enhancement and delivery of digital people solutions including core HRIS, E-Recruit, IPR and other people technology systems. Ensure customer and user confidencein the provision of high quality data and supporting business and people analytics. Work with key stakeholders and suppliers to support this area of responsibility.
- Take a lead role in supporting the Constabulary approach to effective and progressive employee engagement linked to the aspiration to be an Employer of Choice.
- Regularly act as the senior professional advisor to Chief Officers, Executive Board members and other senior stakeholders on complex people issues including policy, practice, employee relations, reward and individual escalated cases.
- As a senior leader within the Constabulary, the role holder is expected to set high professional standards of practice, act as a role model for others and embed supportive leadership and wellbeing approaches throughout the function.

Experience and Qualifications
- CIPD qualified MCIPD minimum, preferably FCIPD
- Degree educated/equivalent experience
- Significant experience of setting HR best practice and delivering HR services within a large and complex organisation
- Significant experience of leading and managing high performing teams
- Strong employee relations skills, experience of working with trade unions and staff associations including leading collective consultation processes
- Excellent written and verbal communication skills
- Proven ability to translate People Strategy into effective delivery plans with measurable outcomes and performance improvements
- Experience of working with HRIS systems and technologies Understanding of resourcing, workforce planning and best practice in recruitment attraction and selection
- Strong knowledge and understanding of equalities legislation and experience of implementing successful diversity and inclusion strategies
- Numerical and analytical skills with the ability to interpret data and identify trends and issues at a corporate level
- Understanding of customer service approaches within people management
- Experience of delivering HR services within a service centre, specialist and generalist environment
- Ability to engage effectively with a wide range of stakeholders, building successful relationships and deploying strong influencing skills at all levels
