We are currently recruiting for a HR Change, Planning & Transition Manager to work for Gloucestershire Police at their headquarters in Quedgeley.

This role will be working hybrid once trained.

Gloucestershire Constabulary is undertaking a significant transformation programme across its operational functions; comprising of The Force Control Room, Crime Command and Local Policing Areas. This transformation includes cultural and structural changesand the introduction of a number of new systems, including a new crime recording solution. A fundamental part of the transformation relies on the review of the operating model and the restructuring of the departments. As the Constabulary has a number of interdependfunctions and a high demand for services, there is some risk of destabilisation to business as usual and therefore a priority will be to support our people to maintain service provision through the change processes.

The role is based at Gloucestershire Constabulary Headquarters in Quedgeley with optional homeworking when the role allows, and has the following responsibilities:

- support the Head of Functions in finalising the design and sequencing of the restructures
- complete role design and detailed plans for new and replacement roles within the functions - aligned to the introduction of new systems and business processes
- lead the restructure of posts including individual and collective consultation, redeployment and recruitment activity
- lead the design of business processes across the new model, working closely with stakeholders
- to lead professional development for the teams transitioning to the new structure and new ways of working
- to support the Head of Functions in driving a culture of service excellence as part of the change process
- to ensure transitionary plans and processes are in place to maintain business as usual through the change and restructuring
- working with operational stakeholders to ensure 'change readiness' and successful transition to new ways of working
- Responsibility for ensuring effective performance against the Change and Transformation and HR Services performance framework, delivering value for money, return on investment, customer satisfaction, legal compliance and aligning performance to the widerConstabulary performance environment
- Strong employee relations skills, experience of working with trade unions and staff associations including leading collective consultation processes
- Ability to engage effectively with a wide range of stakeholders, building successful relationships and deploying strong influencing skills at all levels

Skills and Experience
- MCIPD Qualified or equivalent experience/qualified by experience
- Degree educated or equivalent experience
- Experience of implementing, developing and delivering programmes of change to meet business requirements
- Experience of setting, managing, monitoring and delivering against HR metrics and key performance indicators
- Excellent written and verbal communication skills
- In depth understanding of generalist employment law with a particular emphasis on change
- Experience of large scale change techniques across a diverse and complex skilled staffing group
- Significant experience of leading, supporting and motivating teams within a fast paced service delivery orientated organisation
- Ability to manipulate and interpret data to inform business planning and workforce trend analysis
- Experience of forecasting and managing budgets
