Cambridgeshire & Peterborough NHS Foundation Trust is recruiting for a challenging and exciting role, as a Freedom of Information Officer within the Information Governance Team.

Working as part of the Information Governance Team the post holder will act as the principal source of knowledge on the requirements of the Act and will ensure that the statutory requirements of the Freedom of Information Act are fulfilled.

You will also provide support as required to other team members within the Information Governance Team to ensure that the Trust complies with its Data Protection, and Access to Records legal duties.

You will need to be hard working, creative and show flexibility when required to effectively manage the workload within the Information Governance Team. You will need to be able to prioritise your tasks, often in the face of competing demands and have an understanding of how the Freedom of Information Act 2000 are applied to these requests under the Act. You will also need to demonstrate an understanding of the Data Protection Act 2018.

To succeed in this role; you will need to have excellent communication skills and the ability to develop working relationships with staff across the Trust, patients and members of the public.

Your primary base can either be at one of our sites in Peterborough, Huntingdon or Fulbourn dependant on your home location.

The main purpose of the role is to process requests in accordance with the the Freedom of Information Act 2000 Legislation. Administering all aspects of the FOI process in accordance with the Trust Policy. This includes:

- Act as a first point of contact for FOI requests and other queries,
- Log FOI requests and keep the team’s FOI management database up to date.
- Acknowledge and action new requests to the relevant Trust teams in a timely way and maintain regular contact with teams to monitor progress in producing a response. Escalate any slippages in response times in accordance with agreed operating procedures
- Draft FOI responses and review responses produced by others. Issue final responses when approved.
- Liaise with Trust staff, managers and Directors, working closely with the Communications Department on FOI requests and responses, as and when required.
- Refer requesters onward where appropriate.

Administer the Trust’s Freedom of Information system. Maintain the FOI database and produce periodic reports for the Information Governance Steering Group and Business and Performance Committee, as required.

Maintain and update the Trust publication scheme and FOI Policy and procedures, to ensure they are compliant with national legislation.

Ensure that information available on the Trust websites in relation to individuals submitting requests to the Trust is current and up to date

To work closely with the Directorate Lead to obtain sign-off (where required) for those qualified exemptions in the FOI Act. This will involve detailed conversations to explain how the exemption applies to the information being requested.

Manage the internal review process when FOI responses are challenged, liaising with the Head of Information Governance and Directorate Lead as required

Maintain an appropriate quality assurance process to validate all responses and data prior to release from the Trust.

Liaise with the Communications Team, Clinical Directors, Associate Directors and Executives (where appropriate) in the event of likely media interest arising from such requests.

Work proactively to promote FOI awareness across CPFT, including dissemination of the FOI Policy and Procedure

Advise and assist the Board of Directors, Council of Governors and other staff on Freedom of Information matters.

Provide efficient, effective and proactive service and guidance to Trust staff, incorporating a range of administrative and logístical duties and Information Governance related projects, as required.

Assist in the production of the FOI element of the Annual Report.

Provide effective supervision to lower bands as required

Support the administration of committee reports in relation to FOI requests.

Participate in regular supervision in accordance with good practice guidelines and Trust policy.
