We are currently looking for a Contract Monitoring Officer to join our team.

We are looking to recruit a Contract Monitoring Officer who can strengthen the monitoring/reviewing of statutory and non-statutory services commissioned by Neath Port Talbot Social Services, Health and Housing department.

As a member of the Common Commissioning Unit, this post will play a key role in monitoring statutory and non-statutory services including residential and nursing care services, domiciliary care and other services commissioned by the department.

The post is for 15 hours over 2 days per week, with the possibility of increasing to 22 hours over 3 days per week.

The post holder will be required to work under challenging work environment, able to work to tight deadlines, be flexible and able to travel both in and out of county, monitoring services commissioned by the authority. There will also be a requirement to also work occasional evenings or weekends, as required.- On behalf of the local authority to monitor services provided by internal and partner organisations within the private and voluntary sector both on an in-county and out of county basis in order to ensure safety, quality and best value is achieved.

- To contribute to the development and delivery of robust Contract Monitoring processes which ensures that quality assurance and performance management systems are well developed in all providers, and monitor compliance with this, both on an in-county or out of county basis.
- To contribute to the development of Monitoring Programmes and Workplans based upon assessed risk.
- To undertake monitoring in line with the agreed Programme/ Workplan.
- To prepare reports based upon monitoring activity which identify any issues to be addressed via Action Plans with Timescales
- To ensure that required action is taken to rectify issues of concern
- To keep the Commissioning Officer and others informed of all monitoring activity, concerns, issues and outcomes.
- To use monitoring information to identify trends, issues, service gaps which may require consideration.
- To assist in developing monitoring arrangements which maximise new opportunities with regards to jointly commissioned services, pooled budgets and integrated provision with Health.
- Assessing contracting risks and developing different communication strategies for working with specific providers taking into account legislative and contractual requirements. Including identifying, investigating and addressing areas of non compliance or poor performance so that services commissioned are effective, meet statutory requirements and deliver desired outcomes
- Supporting elements of, JIMP, performance management, HOSG and ‘escalating concerns’ procedures and assisting the managers in the initiation of action against service providers for non-compliance, including meeting with providers, issuing notices termination and suspension of contracts.
- Effectively liaise with internal & external colleagues to develop systems to manage information & collate data intelligence that contributes towards the ‘overall’ view of the quality being provided.
- Assessing contracting risks and developing different communication strategies for working with specific providers taking into account legislative and contractual requirements. Including identifying, investigating and addressing areas of non compliance or poor performance so that services commissioned are effective, meet statutory requirements and deliver desired outcomes.

The main duties and responsibilities of the post;
- To monitor contractual and Service Level Agreement arrangements with care and support providers both on an in-county and out of county basis to include occasional evenings and weekends.
- To assist in developing quality standards, service models and service specifications which reflect service user and carer needs and represent best value.
- To work co-operatively and flexibly with service providers - to ensure services are of high quality and represent value and that there are robust internal performance management and quality assurance systems in place.
- To liaise with other service areas within the directorate (where required) - to develop co-operative monitoring arrangements and assist where deemed appropriate in fulfilling the requirements of joint initiatives.
