**Job description**:
We, the Department for Transport (DfT), published our Jet Zero Strategy last year, which sets ambitious goals to deliver net zero aviation by 2050. We are also carrying out major research into the noise impacts of flights, and leading work to develop a future of flight action plan which will set out an exciting vision for the emergence of new aviation technologies (such as drones and electric vertical take-off and landing vehicles).

This is a unique role working closely with DfT policy and other analytical teams as well as a range of external stakeholders to develop the evidence base on aviation decarbonisation, emerging aviation technologies and the wider environmental impacts of aviation such as noise and air quality. A key focus will be to develop metrics to monitor progress against the targets in the Jet Zero strategy and publications plans to ensure public commitments on transparency are met.

The post sits within the Aviation, International and Maritime Statistics unit, one of the teams that comprises the approximately 110-person Transport Statistics community. The role reports directly to the head of unit, alongside 3 other team leaders.

**Key responsibilities of the role include, but are not limited to**:

- Developing robust metrics to monitor the decarbonisation targets set out in the Jet Zero strategy, in consultation with DfT analysts, other government departments and external stakeholders.
- Work closely with policy and other analysts to build the evidence base and provide analysis and advice relating to the emerging aviation technology and the environmental impacts of aviation.
- Developing plans for a new Official Statistics publication on aviation according to user needs.
- Leading the team in the procurement and management of a range of administrative and commercial data sources on aviation.
- Line management of one member of staff to deliver the responsibilities mentioned above.

**Person specification**:
**About You**

We are looking for experienced statisticians who can effectively look at the big picture and design programmes to develop statistics, methodologies and visualisations according to the policy context and user needs. You will need to collaborate internally with a range of analysts and policy colleagues, and externally with stakeholders to build the evidence base, promoting the value that statistics and data can bring.

As you will be leading a new and growing portfolio of work, you will need to be comfortable building the profile and impact of your team, acquiring new data and designing new products as appropriate. You will be an advocate for best practice when engaging with data and build capability to enable others to access and use it appropriately.

**Additional Information**

It's a requirement of the role that you hold one or more of the following professional statistical qualifications as per the usual requirements of the GSS.

There will be contract management responsibilities with this role.

The Contract Management Capability programme is a Civil Service Board requirement, and all contract managers must be fully accredited by March 2023 to their appropriate level. Once in post you will be expected to undertake this accreditation for this role.

The minimum of 40% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

Occasional travel to other DfT offices (London, Leeds, Birmingham) will be required.

**Qualifications**:
- A minimum of a 2:2 degree containing at least 25% statistical content (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography or similar); or
- Have worked in a statistical/data science field and are able to demonstrate personal development in statistics/data science at the same level as a foundation degree/HND (Level 5) or
- Have achieved or on track to achieve a level 4 apprenticeship including at least 2 years
