Lead Medical Examiner

The RUH Lead ME needs to be an appropriately trained, experienced Medical Examiner from a specialist or general practice background. Their role includes the following:
Overseeing the county Medical Examiner (ME) process to maximise the opportunity to learn from the deaths of those in our care and community
Establishing a high standard for and maintaining the consistency of the work of the Medical Examiners
Recruitment and training of Medical Examiners
Providing professional leadership to the Medical Examiners
Ensuring all Medical Examiners comply with the legal and procedural requirements associated with the current and proposed reformed processes of certification, investigation by coroners and registration of deaths.
Medical Examiners have professional independence in scrutinising deaths but are accountable to the Chief Medical Officer and report to the Mortality Surveillance Group. The Lead Medical Examiner is responsible to the Regional Medical Examiner for achieving agreed standards.
To ensure compliance with the legal and procedural requirements associated with the current and proposed reformed processes of certification, investigation by coroners and registration of deaths.
To scrutinise the certified causes of death offered by attending doctors in a way that is proportionate, consistent and compliant with the proposed national protocol.
To discuss and explain the cause of death with next of kin/informants in a transparent, tactful and sympathetic manner. It is anticipated that such discussions will be predominately conducted through telephone conversations where barriers to understanding information may exist.
To ensure that all users of the ME system are treated with respect and are not discriminated against on the grounds of sex, race, religion, ethnicity, sexual orientation, gender reassignment or disability.
To maintain comprehensive records of all deaths scrutinised and undertake analysis to provide information to the National Medical Examiner’s office.
To participate in relevant clinical governance activities relating to death certification including audits, mortality review processes and investigations regarding formal complaints about patient care.
To support the training of junior doctors in their understanding of death certification and promote good practice in accurate completion of MCCDs.
The Trust has a divisional structure. There are three clinical divisions, Medicine, Surgery and Family and Specialist Services, supported by two additional divisions, Corporate Services and Estates & Facilities. Each Clinical Division is led by a senior management team, consisting of a Divisional Director, Divisional Director of Operations and a Divisional Director of Nursing. Each also has a Clinical Governance Lead in the senior divisional team. Anaesthesia, ICM and pain services sit within the division of surgery.
The senior management team meets with other divisional colleagues to discuss both operational and strategic issues for the specialities within the division.
Operational management decisions are made by the Management Board which consists of the executive directors and representatives from the three divisions.
The hospital is managed by a Trust board, which consists of a chair, six non-executive directors and eight executive directors. The day-to-day management of the hospital is the responsibility of the chief executive assisted by the executive directors, and supported by the three clinical divisions.
