People Officer

This post is fixed term for 12 months to meet the needs of the service.
Our vision is to become a leading People Service in NHS Wales. Therefore, we are expanding our services and are recruiting to vacancies across a range of professional backgrounds, such as Employee Relations, Recruitment and Resourcing and Organisational Design.
Led by our Associate Directors of People Services, our People Services teams will be part of the four IHC operational structure, providing local workforce support, strategic workforce planning and also contribute to a direct reduction in agency and locum costs as local, national and international campaigns are given local health community focus.
Enraptured in this team is People Business Partnering, a blended HR and Organisational Design role, acting as business professionals, team member champions and change agents.
To be a first point of contact for the IHC for all HR/OD matters, taking a lead role in the triaging of queries and planning process for case work.
To support line managers in ensuring all staff has the necessary skills and experience to discharge their duties as defined by their job description.
Provide professional HR management advice and support to managers within nominated areas.
Consider staff and financial resources implications when advising managers to ensure advice is consistent with other workforce colleagues, legislation, terms and conditions and the Health Board agenda.
Promote the development of an HR service that fosters a ‘customer service’ focus.
To work with line managers and workforce colleagues to ensure delivery of workforce Key Performance Indicators (KPI’s).
Support continuous improvement to people management practice through a lessons learnt approach, including help to managers for them put reasonable and appropriate measures in place to prevent employment relations cases occurring.
To contribute to the fair and effective operation of the systems for pay and terms and conditions, including the national Agenda for Change, identifying any pay and terms and conditions anomalies, designing and developing solutions, and, depending on the nature and scope of the anomaly, leading on implementation.
