From February 2023, NHS England, Health Education England and NHS Digital will be one single organisation, putting workforce, data, digital and technology at the heart of our plans to transform the NHS.

**Role purpose**:
NHS England is transforming how we work together to support local health systems and the patients more effectively and efficiently and public we serve. Our new operating model will be focused on providing a single system view, single messaging and shared leadership to support and enable integrated care. We are creating integrated regional teams and new regional geographies and aligning our corporate functions. The management groups of NHS England, HEE and NHS Digital have been combined and reshaped to form a new shared organisation - the new NHS England

Be an effective link between the NHSE and the external market environment to realise Commercial and Estates opportunities for NHSE, ICBs and providers.

Provide a comprehensive service offering and innovative solutions across the Commercial and Estates life cycle to ensure financial and non-financial value is realised.

**Create a thriving community of commercial and estates professionals**:
To have accredited and qualified staff and expertise with career paths, training and support for their career development.

**Ensure our staff can deliver safe and secure high-quality care**:
To ensure products and services, estates and infrastructure are compliant and in accordance with regulatory and statutory standards.

**Commercial Policy, Governance and Improvement**:
The scale of the sub-directorate is significant and responsible for over 4,400 live contracts with a value of over £14bn (total lifetime contract value) and a pipeline of over 2,000 procurements with estimated total contract values of over £11bn. The team will have significant responsibility to ensure commercial activity is approved and assured in line with our internal and external controls framework and meets our obligations set out in legislation and policy.

In addition, the team will hold responsibility for ensuring we promote consistency and best practice across the directorate, driving continuous improvement across our processes and systems aligning to the standards set out in the commercial continuous improvement assessment framework.

The post holder will be supporting colleagues across the commercial and procurement team to embed legislation, and central and local policies across our processes and procedures.

Using your extensive knowledge and experience, you will have the opportunity to be innovative when reviewing, refreshing and developing procurement policies, tools and guidance to drive out inefficiencies and maximise value for money.

**The main duties and responsibilities of the Commercial Policy Lead would be to**:

- Lead on embedding the legislative reform through the changes brought about by the Procurement Bill and the Provider Selection Regime.
- Lead on the introduction of central procurement policies and initiatives into NHSE, including transparency; data and cyber security; net zero; prompt payment and modern slavery.
- Lead the development of the NHSE non-clinical standard terms and conditions and ensure they are regularly updated to take account of associated legislation, policies and Cabinet Office Procurement Policy Notes (PPNs)
- Develop and deliver a plan for a procurement training programme for procurement professionals across NHSE.
- Work with the systems team in the design of workflows and processes within the e-Procurement System t
