**Job Title: Data Sharing Lead**

**Salary: £39,469 to £47,089 plus a Location allowance of £1,721. You will receive £39,469 the band minimum. Progress to the band maximum of £47,089 will be via incremental progression.**

**Location: Hendon, Sidcup**

The Data Office’s Information Sharing Support Unit (ISSU) provides one point of contact for all MPS information sharing activities. The ISSU provides significantly more than an advisory service as it provides a crucial link between MPS sponsors of information sharing activities and key MPS stakeholders. For example, one of its core functions is to establish a process and supporting mechanisms for practitioners (in the form of policy and SOPs), in order for them to provide assurance that MPS information is being shared legally and in a secure, regulatory compliant manner.

The size of the unit and volume of requests are such that the ISSU staff will be working unsupervised for much of their time and the successful operation of the ISSU in meeting Data Office and MPS targets to work in partnership will rely on the Data Sharing Lead’s skill and judgement.

Their input goes much further than just providing advice and guidance to practitioners and other key MPS stakeholders, as they are required to be experts in using the toolkit that supports the policy and SOPs. Decisions they make over the legal and security aspects will affect partnerships and legality for the lifetime of the information used.

The work within the remit of the Data Sharing Lead will require the support of the ISSU’s Data Sharing Officers to complete:

- Review and develop policy and SOPs for information sharing;
- Further develop the information sharing toolkit to support the policy and SOPs;
- Produce reports for the senior management detailing decisions reached;
- Liaise and, where necessary, challenge sponsors within the MPS and partners around the legitimacy and benefits of undertaking such an activity;
- Negotiate with key MPS stakeholders and regulators such as Security Accreditors (Information Assurance Unit), representatives from Legal Services and the Information Commissioner’s Office around the adequacy of the arrangements;
- Help devise and deliver training for MPS employees; and

Typically, the Data Sharing Lead will only seek assistance from the Data Protection Officer or Data Protection Lead where:

- They need their decisions to be endorsed;
- Their decision has been challenged (by the sponsor, key stakeholder or regulator); or
- They have identified the need to amend the policy, SOPs or develop the toolkit.

**Key Responsibilities**:

- Managing compliance with statutory requirements imposed by the Data Protection Act 2018 and the United Kingdom - General Data Protection Regulation (UK-GDPR);
- Ensure all relevant sharing and legislative obligations are met and maintained across the entire MPS, including Data Sharing Agreements, Data Processing Contracts and supported by APDs and Privacy Notice for example;
- Oversee the training and work of Data Sharing Officers;
- Liaison with the ICO in relation to information governance, on bespoke projects and commonality works;
- Providing quality assurance of ISSU artefacts, through to publication where required;
- Intervening and making decisions on data sharing matters and documentation, including liaison with the DLS, DPS, NPCC and other involved parties as required;
- Assisting with complex DPA/UK-GDPR enquiries;
- Provide expert guidance on all aspects of information law legislation, for sharing and safeguarding to all members of the MPS;
- Overseeing the creation and updating of data sharing documentation and toolkits;
- Attend any relevant meetings to support the Data Protection Office, Data Protection Lead as directed;
- Provide management information on data sharing work, by way of dashboards and/or MI through CycFreedom;
- Keep specialist knowledge up-to-date with changes in legislation, information tribunal decisions, NPCC and ICO guidance; and
- Other duties as required.
