**_ Background_**
The Force Generation Business Unit provides the Royal Navy’s Scheduling Authority, In-Service Capability Management, an Intelligent Customer function and discharges legislative Duty Holding Responsibilities/Risk to Life management.
Director Force Generation’s Portfolio includes Deputy Director Ships, Deputy Director Naval Aviation, Deputy Director Logistics, Deputy Director AFSUP, Deputy Director Plans and Integration. The Surface Flotilla; Naval Bases Devonport and Portsmouth; Air Stations Yeovilton and Culdrose.
The Force Generation Business Unit contributes to achieving the Defence Tasks set out each year in the Defence Plan and key activity & deliverables set out in the annual Royal Navy Command Plan.
The FGen Command Group supports Director FGen in effective management of the 2* Business Area, through the provision of functions and services, in particular, the 2* Safety and Environmental Management Plan (SEMP) and input to and actions from the Navy Safety and Environmental Board (NSEB).
**_ Context_**
Force Generation (FGen) is responsible for the generation of Naval Force Elements including the management of Naval Bases and their associated Dockyard Ports. Port Operations (Compliance and Assurance) (PO(CA)), led by Captain Port Operations Capt Port Ops), independently inspects and assures the safe operation of MOD Ports, Harbours and Marine Facilities in accordance with Defence Maritime Regulations.
Capt Port Ops acts as the Designated Person, within the Port Marine Safety Code, to the Accountable Person (PMSC Port Duty Holder) for nominated MoD Ports and Marine Facilities within the following TLBs/HLBs:
- Navy Command
- Force Generation Directorate
- Submarines Directorate
- People and Training Directorate
- United Kingdom Commando Force
- Army Command
- United Kingdom Strategic Command
- Overseas Bases
- Permanent Joint Headquarters
- MAB
- Oil and Pipelines Agency
PO(CA) acts as a Duly Authorised Organisation (DAO), on behalf of the Defence Maritime Regulator (DMR) under a formal charter, for the conduct of 2nd Party Assurance throughout Defence.
This position is advertised at 37 hours per week.
**Job description**:
As part of the PO(CA) team which is a Duly Authorised Organisation (DAO) working under a Charter issued by the Defence Maritime Regulator, Port Ops HSEQ contributes to the planning, execution, delivery, and reporting of Level 2 assurance audits of 30+ Defence Marine Facilities in the UK and globally. The PO(CA) also provide advice and support to units on compliance with the Port Marine Safety Code (PMSC).
Port Ops HSEQ is authorised to liaise directly with appropriate internal and external authorities, both within and outside the scope of Navy Command in pursuit of HSEP objectives, tasks and outputs. This includes direct liaison with Navy Safety Centre, CESO RN, FGen Deputy Director HSEP Focal Points, Defence Regulators, Ports Industry Associations, HSEP SME’s and focal points within FGen, other Navy Command 2* areas, other TLB’s and Industry Partner organisations.
**Person specification**:
**Experience**:
- Previous experience in delivering a lead safety or environmental protection role within a large organisation.
- Understanding of key HSEP legislation, Defence Regulations and HSEP Policy.
**Technical**:
- Diploma in Health and Safety; or Environmental Protection; or equivalent
- Maritime Auditor / Lead Auditor
- HSEP 1.1 Management of HSEP in Defence - HSEP Experienced Practitioner
- HSEP 2.1 and/or 3.1 Providing HSEP Advice and Support - HSEP Experienced Practitioner
