**Job summary**:

In this role, you will define and lead the implementation of Defence’s Reward Strategy for Civil Servants. This includes responsibility for setting, negotiating, and implementing pay awards, terms and conditions of employment, managed exits, and management of our non-consolidated pay bill to ensure it is used strategically to drive Defence outcomes.
We want to innovate the delivery of pay and reward digitise and automate services to make it straight forward for people to get their HR activity done.

This position is advertised at 37 hours per week.

**Job description**:
Civilian HR is an ambitious Group HR function within Defence which sets the direction and coordinates across the civilian people agenda. The Employee Experience and Reward Team are a driven group of experienced individuals who seek to understand our employee's and leader's needs. They aim to modernise our approach to attract and retain great people in support of delivering Defence outputs.

In this role you will:

- Define and lead the implementation of Defences Reward Strategy for Civil Servants, this includes providing expertise on reward governance and regulatory reward matters
- Oversee the MOD compensation framework, ensuring pay levels remain market aligned, compliant with statutory and HM Treasury requirements and are underpinned by robust governance.
- Build relationships with key stakeholders across Defence to ensure that compensation and benefits frameworks are relevant, valued and understood by the business, engaging with Trade Unions, employee networks and collaborating with other groups across Defence, the wider Civil Service and society to understand experiences and leverage good practice.
- Actively identify and implement opportunities for us to digitise and automate HR and Reward processes and services to improve the speed and quality of the HR service our people receive. This will include working with all parts of Defence and our Business Services to understand local requirements and drive forward changes which maximise our collective efficiency

**Person specification**:
We are looking for a proactive, self-motivated person who has a desire to improve the employee experience and an ability to develop innovative reward solutions.

**Essential Criteria**
- Experience of working in a pay and reward function in a large organisation to maximise the delivery of organisational objectives
- Demonstrable experience of the development of innovative approaches to existing complex reward frameworks and building digital capability
- Excellent strategic thinking, and an ability to leverage individual and team relationships to deliver overall strategy.
- Experience of leading/supporting Trade Union negotiations and consultation
Demonstrable leadership skills with an ability to drive high performance in teams

**Desirable criteria**
- Chartered Fellow status with the Chartered Institute of Personnel and Development, or willingness to work towards this, once in post.
- An appreciation of the constraints of working in a public sector environment and the wider political context we operate within.
- An ability to communicate complex messages to a range of specialists, non-specialists, civilian and military personnel
