**Summary**:
The Latin America and Caribbean region is geographically and economically important. It has a young and growing population, a regional economy worth £6 trillion a year and is the home to some of the most vibrant and diverse countries on the planet.

It also contains a number of important trade partners for the UK. This exciting and challenging role will involve setting trade policy direction and market access strategies for the region, including responsibility for implementation of our trade agreements with Mexico and Central America

**Job description**:
**Trade Agreement Manager for Central America, Mexico and the Caribbean**

In the short term, you will ensure that we are identifying and maximising the trade opportunities with LATAC countries. This will mean understanding and using all the available bilateral and multilateral levers - including our existing FTAs -to increase trade and investment openness, and to reduce barriers for UK companies. In the medium and longer terms you will be expected to build the political and policy platforms and effective diplomatic and personal networks to support even closer trade ties,

This region matters to the UK strategically and economically. You will have three existing trade agreements on your patch. As Trade Agreement manager for six countries in Central America you will ensure that we meet our treaty commitments, as well as finding ways to enhance the trade partnership and address barriers to business. Our agreement with Central America is worth £2bn a year and you will to have to navigate complex political and cultural relationships to ensure we are maximising trade opportunities with the bloc. You will be responsible for implementing our agreement with Mexico, as well as support colleagues working on the future Free Trade Agreements that involve Mexico - including Comprehensive and Progressive Agreement for Trans-Pacific Partnership. Mexico will be a top ten global economy within a decade, is an important player in the G20, a close climate change ally and a gateway into North American markets. Trade is at the heart of this relationship. You will work with Trade for Development colleagues to improve our trade relations with Caribbean, including through the CARIFORUM econonic partnership agreement.

This role may involve some travel to the region, dependent on business need and personal circumstances.

**Responsibilities**:
**Key accountabilities**:
These roles will test and develop your strategic and analytical skills and your ability to build effective relationships. Key responsibilities include:
Working with DIT and FCDO colleagues at posts, across Whitehall and in UK regions to understand the markets, UK business interests, local Government interests and the tools available to HMG to overcome market access barriers;
Overseeing trade policy aspects of the UK’s bilateral relationships across the LATAC region.

Supporting DIT and FCDO colleagues on FTA negotiations, including creating and delivering Trade Dialogues to enhance our political and commercial relationships.

Leading on implementation of multilateral political and trade treaties with Mexico and Central American countries, and the trade elements of the Cariforum agreement.

Preparing briefing, submissions, and PQs for Ministers.

Developing trade expertise including understanding how multilateral trade organisations operate.

**Essential and Preferred Experience**

These opportunities are at HEO level, but we will consider high-performing EOs who can meet the following criteria:
Ability to work with a diverse range of people across disciplines, departments and locations (international experience helpful but not essential).

Experience in briefing senior officials and, on occasion, ministers both orally and written.

Able to analyse complex issues, including understanding of wider political context of role and implications of advice.

Understanding of trade and investment policy is not essential but would be helpful.
