The Department for Work and Pensions (DWP) is responsible for welfare, pensions and child maintenance policy and is responsible for helping people move into employment, supporting pensioners and protecting some of the most vulnerable in our society. Counter Fraud Compliance and Debt (CFCD) aim is to drive down the level of fraud, error and debt within the benefit system, to protect the public purse.
We at the DWP are committed to making our workforce reflect the communities we serve and as such we are looking to add to our existing network of Welsh Speaking colleagues, by recruiting several Bilingual (Welsh/English) staff in Compliance, Investigations and the Enhanced Review Team (ERT).
As a bilingual (Welsh/English) officer you will play a key role in ensuring DWP delivers on its target to reduce the monetary value of fraud and error.
**Job description**:
- Review claims through a variety of means including telephony interviews with claimants to ensure all relevant declarations and changes have been reported at the right time during the course of the claim.
- Where incorrectness is established undertake the appropriate corrective action.
- Ensure CFCD quality standards are maintained through adherence to all operational instructions.
- Work collaboratively, effectively and flexibly within a team and contribute towards team expectations.
- Promote fraud awareness within DWP and to wider external business partners.
- Liaise with other departments/organisations such as Local Authorities (LAs), Police and HMRC within the framework of any existing partnership agreements.
- Manage and conduct fraud investigations, in accordance with all legal and policy requirements, pursuing all reasonable lines of enquiry including appropriate use of surveillance and visiting customers and witnesses.
- Request relevant evidence from designated information providers using Authorised Officer powers and via Operational Intelligence Service where necessary and appropriate.
- Conduct Interviews under Caution in accordance with The Police and Criminal Evidence Act 1984 (England and Wales) and Common Law (Scotland).
- Conduct robust and challenging interviews with customers by telephone or in person.
- Record the progress of a case on departmental systems. Maintain and retain relevant evidence redacting and annotating sensitive material when appropriate.
- Gather, verify and assess all available information to submit to the appropriate Decision Maker to enable accurate benefit reassessment and overpayment calculation.
- Make recommendations to the Fraud Team Leader for consideration of prosecution, sanction or closure without further action.
- Develop and fully prepare prosecution cases, in line with national file standards. Represent the department by attending court and giving evidence in criminal cases and appeal tribunals.
- Comply and keep up to date with the appropriate learning and processes for health and safety, and security, demonstrating 100% compliance with the department’s policies and standards.
- Willingness to undertake the Accredited Counter Fraud Investigation Programme / apprenticeship and take responsibility for personal development by using all the available learning and development tools.
