Information & Technology Services (iTECS) is a Division within Scottish Government and part of Digital Directorate. It is headed by the Deputy Director for Digital Operations and has responsibility for delivering corporate ICT (Information and Communications Technology) services for the Scottish Government and over 50 other government bodies as a shared service; approximately 22,000 customers.

The post could be undertaken as a full-time role or by a non-standard working pattern. The role will be part of the DDaT professional group.

**Job description**:
**HOW WILL I SPEND MY TIME?**

As a service owner, you are responsible for the quality of your service; taking a portfolio view, bringing together a large virtual team of colleagues from different areas to design, build, deliver and manage end-to-end services that include multiple products and channels. As a service owner, you are responsible for the quality of your service. The service owner works with an agile, multi-disciplinary team to deliver a design-led approach from the start, bridging traditional disciplines and team structures to bring together virtual teams with a shared goal.

You will be required to work laterally across your organisation and assume collective responsibility for shared divisional and wider directorate priorities. Service Owners are empowered to make decisions on their services. You will belong to the Products and Delivery practice family and be expected to support the development of it.

**At this level, you will**:

- Make sure the necessary business processes are designed, developed, and followed in line with the organisation’s Digital Strategy.
- Establish and participate in the governance of the service, including acting as a point of escalation for the delivery teams.
- Build and flex the capacity and capability to deliver a service,
- Take the lead in ensuring policy makers and service delivery work together throughout the design, build and delivery of the service.
- Own or manage the budget and allocate funding to areas of the service based on your decisions about priorities.
- Communicate the benefits and performance of your service.
- Ultimately be responsible for the successful delivery and continuous improvement of the service.
- Contribute expertise to the Service Owner community

**Your main responsibilities will include**:

- Coach and lead teams in Agile and Lean practices, determining the right approach for the team or the project.
- You can think of new and innovative ways of working to achieve the right outcomes and build consensus with stakeholders for your proposed approach.
- You can act as a recognised expert and advocate the approaches proposed, continuously reflecting on the work of the team, and constructively challenging them to improve processes and delivery.
- You can identify and implement solutions for assisted digital.
- You can develop an Agile business case and own and iterate it throughout the product life cycle.
- You can develop benefits with others within the portfolio.
- You can understand the granularity of financial costs per sprint and the value delivered.
