Forestry and Land Scotland (FLS) is an executive agency of Scottish Government. We manage Scotland’s national forests and land on behalf of Scottish Ministers and serve as part of the Environment and Forestry directorate of Scottish Government. FLS is a fast paced commercial business environment with a high proportion of its core activities being contracted out. Procurement therefore plays a crucial role in supporting the sustainability and success of our business, infrastructure and operational activities.

Our procurement team is a national delivery and support function, structured into three Category Teams and a Policy Team, with staff located in Edinburgh and Inverness. Members of this team work cross functionally with staff in other national support teams and with colleagues in our 5 Regions, located across Scotland.

We are seeking a Procurement Support Officer to be based within our Business and Corporate Category Team, to lead on low to medium risk tendering activities and support high risk, Regulated tendering.

**Job description**:
Reporting to one of our Regulated Procurement Officers the post holder will lead on low and medium risk tendering activities including mini-competitions and low value concessions; they will also support Regulated Procurement Officers undertaking high risk tendering.

For exercises they are leading, they will manage all stages of the end to end procurement process in order to deliver contracts in line with procurement policy, best practice and legislation. This includes strategy development, tender management, evaluation and contract award.

They will also undertake research and supporting activities which contribute to the delivery of our category and procurement strategy objectives.

This post does not currently have any staff management responsibility; however it will require effective stakeholder management skills and it may develop staff management responsibilities over time.

**Main Duties**

**Pipeline and Tendering**
- Conduct or support the carrying out of market research and engagement activities, to inform category and tendering/award processes.
- Manage a range of customers and stakeholders to develop and implement procurement strategies for low/medium risk procurements, optimising value for money while ensuring key objectives are achieved and ensuring any conflicts of interest are managed.
- Work with stakeholders to develop compliant tender documentation including specifications and selection/award criteria in line with Procurement Journey principles and other relevant instructions.
- Assume the role of lead evaluator for low and medium risk tenders, co-ordinating panel evaluation and taking ownership of consensus scoring, challenging assumptions and inconsistencies when appropriate, and maintaining accurate records of decisions.
- Prepare tender reports detailing tender results and recommendations for award.
- Draft and issue compliant bidder letters and feedback.
- Develop contract documentation for approval and ensure core obligations are understood by all parties.
- Develop contract and framework user instructions.
- Ensure lessons learned are collated and recorded along with any suggested future mitigations.

**Support, Compliance & Continuous Improvement**
- Provide ongoing support to the wider staff group to understand and implement low value procurement processes
- Prepare and submit a range of reports to the category manager that help to facilitate decision making
- Assist Regulated Procurement Officers in progressing high value/risk complex procurements.
- Work closely with team members to suggest and or action changes and improvements that support FLS Procurement and Category strategy objectives.
- Contribute to the development of guidance and templates for low value processes and procedures.

- Practical experience of supporting or leading a tender or tender award process
- Strong written and verbal communication skills with the ability to establish effective working relationships across a range of internal and external stakeholders
- Experience of using data from a finance or procurement system
- Competent IT user with experience of Microsoft Word and Excel, and finance or procurement systems.

Technical

Essential:

- Understanding of public procurement processes and approach
