Akton is currently recruiting for a head of libraries archives role within a local authority on contract. In a Bi-Borough Libraries and Archives role you will be leading services in line with the service purpose to help people to Read, Learn and Connect, and to utilise these services to drive equality in our communities, achieving our vision to be the most inclusive service in the UK.

You will Ensure Libraries & Archives provides high quality, community focused services, collections, and library spaces in line with this purpose and vision. You will also be accountable for the financial and human resources of the service, and the required governance and reporting.

**Responsibility-**
- Take responsibility for the overall leadership and management of the Bi-Borough Libraries and Archives service and its people (around 250 staff) across a large multi-site operation (around 20 sites).
- Set strategic direction and take overall accountabilities for all services. The Libraries and Archives Service provides a range of community focused resources, enquiries, events and activities that provide access and opportunities in:

- Reading and Literacy
- Information Services
- Learning and Skills
- Children’s Services and Schools Library Service
- Digital Skills and Support
- Culture & Creativity
- Health & Wellbeing
- Archives & Local Studies
- Music Services
- Employability support
- Business Information
- Access to other council and community services
- Services are provided through physical libraries, outreach (including the Home Library Service) and digital channels.
- Oversee management of budgets and income generation, ultimately ensuring effective financial management and value for money public services.
- Lead and develop direct reports to own their areas of responsibility. Coach and guide team members’ development so that performance improves, organisational objectives are achieved, and they are confident in their roles.
- Encourage everyone to reach their potential by using a growth mindset, taking on new challenges and experiences. Empower individuals to take responsibility for own personal and professional growth within the Council, leading their own one to ones and personal development plans. Take the same approach to own personal development.

- Through the Cluster Leads, oversee service quality and customer service standards, ensuring every single customer interaction is of a high and consistent quality identifying key areas for service improvement and exploring the use of sector and industry standards as a benchmark for continuous improvement and to celebrate success.
- Ensure that every service change has been reviewed in line with our commitment to anti-racism and equality, diversity, and inclusion.
- Ensure that all service changes are deeply community-centred using the most appropriate methods for the change including consultation, engagement, co-design, co-delivery, and use of data.

**Experience-**
- Extensive staff management and leadership experience, including advising others in coaching, development and performance management.
- Knowledge and experience of change management and strategy development
- Experience of building meaningful partnerships and relationships
- Experience of successfully delivering large scale change projects
- Extensive experience of leading Libraries & Archives services

**Skills-**
- Ability to work in a political environment.
- Ability to lead a complex service area and manage a number of different priorities.
- Excellent and adaptable communication skills with the ability to involve, inspire and engage across boundaries including staff, communities, partnerships, members, and senior colleagues in the councils.
