This is a full time role for a senior practitioner specialising in hospital outsourced medicines services to support North West NHS Trusts and Mental Health Trusts in their management and provision of these services.

The position will be involved in advising on the management of outsourced medicines services - such as homecare, hospital dispensary out-patients and supply of reconstituted of injectable products as required.

The role holder is expected to provide expert leadership for these highly specialist services and have exceptional knowledge of the outsourced medicines services market in England.

By ensuring effective procurement practices and efficient contract performance, the post holder will support performance improvement through the national key performance indicator reporting and assist trusts to maximise cost effectiveness, quality of service and patient care and patient safety associated with the use of outsourced medicine services.

The role holder will participate at national and regional level in determining strategies and cost effective solutions for the procurement and management of outsourced medicine services.

The purpose of the role is to support the setting up and management of complex contracts for outsourced services supplying medicines and services to a large number of patients across the region through a robust, cost effective patient-orientated supply chain.

Help to determine project and contract standards to ensure that outsourced medicines services offer the maximum benefit to patient care. The post holder will assist trusts to continue to performance manage and audit these contracts at regional level through regular service review meetings and managing Key Performance Indicators dataset for the North West.

Liaise with NHS England and Integrated Care Boards on behalf of Trusts to ensure that pharmacy outsourced medicines services within the region are funded appropriately.

Offer advice for the improvement of clinical, financial and operational governance within Trust pharmacy outsourced medicines services and ensure compliance with national guidance for homecare service.

Work with Trusts on identifying savings opportunities and service improvements working with the member trusts on adoption and implementation.

Working with Trusts to implement and improve homecare services to ensure compliance with national guidance including the Royal Pharmaceutical Society handbook of Professional Standards for Homecare.

Organise regional study days and educational meetings as appropriate for homecare pharmacists, technicians and support staff within the region.

Review outsourced medicines services incident reports across the region to identify areas of risk and improve services.

Work with the local procurement hub or other organisations as appropriate to set up contracts for pharmacy outsourced medicines related areas and services.

Liverpool University Hospitals NHS Foundation Trust was created on 1 October 2019 following the merger of two adult acute Trusts, Aintree University Hospital NHS Foundation Trust and the Royal Liverpool and Broadgreen University Hospitals NHS Trust.

**The post-holder will be expected to**:
Maintain ongoing development of networks of key policy & strategy professionals across the health and care system, including:
North West Chief pharmacists’ group.

Act as a central point of reference for internal and external stakeholders in relation to the use of outsourced medicines supply services and other medicines within any tendering processes.

Have regular contact with internal and external stakeholders and regularly engage with them over sensitive, complex, contentious and confidential issues.

Input into the development of care pathways across the interface in order to develop enhanced services if necessary.

Develop relationships with identified external groups e.g. NHMC, National Clinical Homecare Association (NCHA), NHSE, etc and ensure that the regional workplan is aligned with these groups and their objectives and strategies where appropriate.

Participate in relevant internal and external working groups/projects, services and initiatives to provide project information and analytical advice and expertise.
