An exciting 18-month secondment opportunity has arisen to join an innovative and fast-paced programme of work as Specialised Commissioning Programme Administrator. You will be supporting a small team, working in a varied, regional role on behalf of the three North West ICBs and NHSE.

We are seeking a self-motivated and enthusiastic individual to join the team and provide programme and project support to the members of the Transition team, who will come together on an interim basis, to:

- oversee the transfer of specialised services commissioning from NHSE to ICBs.
- Support the transformation of a small number of clinical priorities.

You will be well organised with a keen eye for detail, strong time management skills and the ability to manage competing priorities.

To do this you will have strong verbal and written communication skills, experience of working within a busy team and the ability to multi task.

This role presents an excellent opportunity for an individual to broaden and develop their career and be part of the successful devolution of commissioning from NHSE to ICBs.
- Day-to-day support to the Specialised Commissioning Transfer Programme team and its associated workstreams/projects.
- Supporting the planning and delivery of projects, including the coordination of project steering groups, sub-groups, project assurance function and any project teams.
- Producing project documentation using appropriate methodologies.
- Establishing robust administrative systems.
- Producing project documentation including project initiation documents, reports etc and project/programme status updates.
- Providing meeting support to the Specialised Commissioning Working group meetings.
- Responding to national and local priorities for the transformation of Specialised Services.
- Identify short, medium, and long-term priorities and ensuring these are aligned to the ICBs strategic priorities and operational plans.
- Actively identify national and local best practice and design approaches to sharing learning.
- Co-ordination of programme oversight mechanisms, including the programme risk register.
- To contribute to the planning of projects and initiatives.

Lancashire & South Cumbria ICB is a fully-authorised ICB responsible for the full range of ICB statutory duties and powers. Each Team within the ICB aims is to improve the health of the people and reduce health inequalities through strong, clinically-led commissioning of high quality healthcare services.

Key responsibilities

The role will be varied and will adapt over time as the ICB develops. However, the postholder is expected to support the following key functions of the Transition Team:

- Day-to-day support to the Specialised Commissioning Transfer Programme team and its associated workstreams/projects.
- Supporting the planning and delivery of projects, including the coordination of project steering groups, sub-groups, project assurance function and any project teams.
- Producing project documentation using appropriate methodologies, to ensure that programmes of work are effectively managed and delivered.
- Establishing robust administrative systems, programme and/or project templates, electronic filing etc.
- Producing project documentation including project initiation documents, reports, presentations, papers, and project/programme status updates and highlight reports to aid the identification and management of risks and mitigating actions.
- Providing meeting support to the Specialised Commissioning Working group meetings including drafting of agendas and chair’s briefings, taking minutes, producing, and circulating papers and programme updates.
- Responding to national and local priorities for the transformation of Specialised Services.
- Identify short, medium, and long-term priorities and ensuring these are aligned to the ICBs strategic priorities and operational plans.
- Actively identify national and local best practice and design approaches to sharing learning.
- Co-ordination of programme oversight mechanisms, including the programme risk register.
- To contribute to the planning of projects and initiatives, identifying interdependencies across projects/functions, potential impacts, resource requirements and building-in of contingency/adjustments as needed.

Key working relationships

The post holder will have regular contact with a wide range of staff at all levels within the ICB, with senior and other representatives of local stakeholders, as well a
