**Payroll & HR Administrator**

**Responsible to**:HR & Staff Wellbeing Manager

**Salary**: £22,049.68 (grade scale 4)

**Hours**:1820 annualised hours per year (1.July to 30.Jun). Usual office hours are between 8.30am and 4.30pm, but flexibility will be a necessity to meet the requirements of the position, which will include evening and weekend work. The Union has busy and quiet times of the year and your working hours will need to be reflective of this. Travel between, and work from, different University sites is essential.

**Weeks of Work**:52 weeks per year

**Holidays**: 210 hours per year, to rise in accordance with length of service, plus

119 designated hours shutdown (inc. Bank Holidays).

**Pension Scheme**: Eligible to join NUSPS pension scheme, at a current contribution rate of 6%

**Car Parking**: Car parking is available at an annual cost.

**Purpose of Role**:
To have main responsibility for administration of the payroll for the University of South
Wales Students’ Union. Additionally, supporting the HR & Staff Wellbeing Manager, undertaking general HR administration.

**Key Responsibilities**

**PAYROLL**

a. Responsible for the end to end payroll process.

b. Compile payroll data and enter data on the payroll processing computer package (Pegasus Opera III).

c. Answering employee pay queries.

d. Compile payroll data, such as hours worked, taxes, national insurance, auto enrolment contributions.

e. Setting up new starters, leavers, processing holiday and overtime payments as well as CSP, SSP, SML Paternity leave, Maternity leave, P45’s, P60’s and auto enrolment.

f. Compute and post wages and reconcile errors to maintain payroll records using computer systems in place.

g. Completion on annual payroll returns/P60’s.

h. Ensure up-to-date records are kept of University of South Wales Students’ Union employees, including fulltime, part-time, term time only and student employees.

i. Record changes affecting net wages, such as exemptions, insurance coverage, court orders and loan payments for each employee to update master payroll records.

j. Prepare periodic reports of earnings, taxes and deductions, including R.T.I., end of year returns, pension’s administration and Auto-Enrolment.

k. Maintain records of leave pay and non-taxable wages.

m. Prepare and submit periodic FPS to HMRC.

n. Prepare and submit monthly EPS to HMRC.

o. Prepare, review and issue payslips.

**HUMAN RESOURCES**

a. Provide an effective administration service for the HR function covering the entire employee life cycle.

b. Ensure that good HR records, electronic and manual, are maintained and processed in accordance with relevant data protection legislation.

c. Assist with the processing of staff and worker timesheets, giving consideration to company and statutory payments and then work with the Finance Manager to ensure that employees are paid correctly in line with contracts of employment.

d. Provide accurate statistics and reports, to include data to supplement the HR &
Wellbeing Manager’s reporting.

e. Assist with monitoring and reporting on staff holidays and absences.

f. Support the HR and Wellbeing Manager with ad-hoc task and projects as required.

a. Develop and maintain beneficial relationships with external agencies to further enhance the experience of the service.

b. Continue the relationships between the Union and the University in order to further enhance the delivery of the Student Employment Service and other identified partnership and projects.

**CUSTOMER CARE**

a. To ensure that a high level of customer care is maintained at all times.

**TRAINING**

a. To participate in any training deemed necessary by the Union.

**SUSTAINABILITY**

a. To assist in ensuring that agreed environmental standards are maintained within the
Union.

b. To assist in the promotion of Fairtrade within the Union and the University.

**CONTINUOUS PROFESSIONAL DEVELOPMENT (CPD)**

a. To identify any Continuous Professional development that may be needed to support you in this role.

b. To participate in any Continuous Professional Development deemed necessary to support and develop the Union’s activities.

**HEALTH & SAFETY**

a. To ensure agreed Health and Safety standards are maintained by the service at all times.

b. To be aware of your own responsibility towards creating a safe working environment.

c. To be aware of and abide by agreed fire regulations within the Union.

**ADMINISTRATION & FINANCE PROCEDURES**

a. To ensure that agreed finance procedures are maintained.

b. To ensure that the approved administration policy and procedures are adhered to.
