An exciting opportunity for a Category Lead has arisen within the procurement, finance and corporate services of a central for a West London local authority.
Objectives:

- To achieve the best outcomes for residents, value for money and compliance when sourcing goods, works and services.
- Lead category management, market testing and e-procurement.
- Provide professional procurement and commercial advice to the Assistant Director Procurement and Commercial, the Director of Finance, SLT and Members.
- Support Members responsible for scrutinising performance and procurement
- Create and develop an annual strategic long-term plan for the development of the category.
- Analyse data and data insights to determine industry and consumer trends regarding the category, develop and maintain the category forward plan
- Lead on the procurement of high value and strategic contracts within the category.
- Provide effective support and advice across departments pertaining to procurement and purchasing, corporate contract processes and procurement training.
- Assist contract managers in building relationships with suppliers to improve pricing and quality of services
- To develop an exit strategy for underperforming contracts.
- Oversee category specialists and cross functional teams to ensure compliant procurement.
- Build and drive relationships with key stakeholders.
- Develop and implement procedures and practices that enable the Council to meet its policy objectives
- Liaise with the London Centre for Excellence, London Procurement Networks, West London Alliance, and other key bodies to ensure that the council implements best practice.

Duties:

- To lead on corporate procurement matters and provide high-level advice to the Assistant Director Procurement and Commercial, Director of Finance, elected Members and SLT.
- Attend Member meetings, Scrutiny Panels and SLT as required and make policy recommendations
- To prepare complex and detailed reports, briefing notes, external correspondence, publicity and publications, etc.
- Define, gain agreement to, and implement strategic sourcing plans (including a pipeline of procurement opportunities) in support of defined business goals and business roadmaps.
- Act as a single point of contact for the category and escalation point for the business contractor matters which require procurement/contractual expertise.
- Use internal and external data and analysis, relationships, and specialist insight to provide a clear expert view to stimulate innovative problem solving within the business. (e.g., spend analysis, supply markets, sourcing value levers, supply market reviews,business case assessments etc.)
- Develop and commit to performance targets and provide reporting in line with business compliance and procedures
- Be responsible for all procurement activity within your category, ensuring full compliance with public procurement law, commercial procedures, policy, governance, and assurance processes.
- Develop and continuously review market facing, category specific plans and framework management mechanisms delivering innovative propositions
- Manage and prioritise a complex workload.
- Develop and coordinate procurement strategy across the organisation, including the implementation of the procurement business plan, the market testing programme, corporate contracts, and e-procurement. Liaise with departments to ensure that a corporateapproach to procurement is in place throughout the council
- Ensure that procurement efficiencies identified in the MTFS are delivered, including those linked to market testing, e-procurement, the management of agency staff and other corporate contracts. To develop procurement proposals that can deliver further efficiencies
- To be responsible for researching, analysing and, where appropriate managing, the Council's overall procurement expenditure and supply markets, identifying opportunities for co-ordinated and collaborative procurement, both within the council and with otherpurchasers.
- Liaise with the Centre for Excellence in London, London Procurement Networks, the WLA and other bodies to ensure that the council implements best practice and develops collaborative procurement
- Provide advice and support for contract preparation and attend Tender Appraisal Panels as required. To provide advice on procurement options to Service Reviews, as required.
- To liaise with relevant external agencies and stakeholders (e.g., local authorities, local authority associations, Government Departments, suppliers, trades unions), on procurement matters
- To organise and participate in training and briefing sessions for elected Members, managers, and staff. To assist in developing and providing a corporate procurement skills training programme
- To manage the work of the team and assign work to meet the priorities and objectives listed above. To ensure that the unit is managed within budget
- To undertake staff training, performance appraisal, and personal development as required.
- To deputise for the Assistant Director Procurement and Commercial as required
