About the PSR
How payments work affects the society we live in; the challenges faced by the vulnerable; how likely we are to fall victim to fraud; and how easily we can manage our money. Payments underpin our economy.
Behind these payments are several important payment systems. We rely on these systems to support markets, facilitate competition and drive innovation.
This helps to deliver new products, find new ways to protect people from harm, and deliver services that give people and businesses more choice and control about how to pay and be paid.
We need the technology, the rules governing the use of these systems and the markets they support to all work well.
This is where the PSR plays an important role - we are the economic regulator of, and competition authority for, those systems. We protect people and businesses and promote competition and innovation in these systems and the markets that they support.
- The PSR is an independent economic regulator led by Managing Director, Chris Hemsley. We are directly accountable to Parliament and funded by the payments industry. We work closely with other regulators involved in this sector, notably the Financial Conduct Authority, the Bank of England and the Competition and Markets Authority._
- Operationally we are an independent subsidiary of the Financial Conduct Authority._

About the Policy team
The Policy team drives delivery of our strategy, providing you with an exciting opportunity to work on different aspects of policy development and analysis, project delivery and stakeholder engagement.

What does this role involve?
We're recruiting for a Lead Associate whose first role in the PSR will be to help lead the cross-border interchange fees project within our programme of work on card fees. This is a key part of our
strategy
and one of the most complex and high-profile projects within the PSR's work programme.
We are looking at why
interchange fees between the UK and the EEA
charged by Mastercard and Visa have increased to the levels they have, since the UK left the European Union. Depending on what we find, we will then need to decide whether the PSR should intervene, and if so how.
As a Lead Associate, you’ll provide leadership to a multi-disciplinary team - comprising economists, lawyers, technical payments experts and policy specialists - in a dynamic environment, often working to short deadlines.
This is a great opportunity to learn about how payment systems and card schemes operate, and to lead on high-profile work. This work is of significant interest both internally and externally, so this will require regular engagement with senior PSR staff and senior-level meetings and/or presentations with relevant external stakeholders.
You will be responsible for ensuring delivery across all aspects of our market review - formulating and issuing data requests; collecting, collating and analysing evidence; engaging with interested stakeholders; identifying problems and designing potential solutions - in order to develop robust policy recommendations, all within challenging timetables.
As a Lead Associate, examples of the work you will do are:
- Leading complex or high-profile PSR projects, involving multi-disciplinary teams and delivery of high-quality work, including coaching, mentoring and/or guidance for team members, as required- Support the development of team strategy and priorities (e.g. work approach, planning, prioritisation) and/or improvements in methodologies and practices, including helping to resolve highly technical issues and, in some cases, contribute to the techn
