1. Appointment This is a post for a CPH/CPHM. The post has been in place on a fixed term contract and is now, with the development of including Leeds and York Partnership Trust ( LYPFT) representing all the NHS Providers in Leeds on a permanent basis. The post will be employed by Leeds Community Healthcare NHS Trust (LCH) but with honorary contracts with Leeds Teaching Hospitals NHS Trust ( LTHT) and LYPFT.

The main base of the post will be White Rose Office Park, but they will be expected to be visible at both LTHT and LYPFT sites on a regular basis. The post will focus on the population/communities living within Leeds. This is a unique collaborative post between Leeds Community Health Care NHS Trust (LCHT), Leeds Teaching Hospitals NHS Trust (LTHT) and Leeds & York Partnership Foundation NHS Trust (LYPFT) representing all NHS providers of healthcare in the city. Leeds is the third largest city in the UK, serving a population of nearly 800,000 with the aim of ensuring that Leeds is the best city for health and wellbeing in the UK.

The post-holder will be a Consultant in Public Health and will have responsibility for ensuring effective public health consultant support and advice to the NHS with a focus on ensuring that those most disadvantaged are recognised, and services respond to their needs in ways that will improve their health the fastest. The post holder will be based at LCH but will also regularly work across the health and care system in Leeds to deliver health care outcomes. A key function of the role will be to provide specialist public health advice and input to LCH, LTHT and LYPFT so that planned changes in services most effectively improve the health of the people of Leeds in particular addressing health inequalities. The individual will also be expected to contribute to assessing the evidence of planned changes to commissioning and delivery of health and healthcare interventions across the city of Leeds to ensure that services are high quality, clinically safe and cost effective and will improve the health and well-being of the population.

Ensuring the robust evaluation of these changes will also be a key element of the role. 2. Job Summary The Consultant in Public Health will be a key senior appointment working across the three provider Trusts in Leeds. They will have responsibility for ensuring the effective delivery of specialist public health advice and leadership to the provider network.

They will help lead shaping health and social care services and addressing inequality due to long standing issues and the on-going COVID-19 response and recovery. They will work closely with Public Health within Leeds City Council, and with other colleagues in the NHS, voluntary, third sector and private sector organisations providing health care. The post holder will be expected to be able to cope with multiple and changing demands, and to meet tight deadlines. A high level of intellectual rigour, negotiation and motivation skills and flexibility are required to deal with highly complex public health issues, to advise and make recommendations regarding services and patient care.

A high level of tact and diplomacy is required and an ability to understand other cultures to enable effective working across organisational boundaries and influencing without authority.
