Senior Emergency Planning Advisor

We have a great opportunity for a Senior Emergency Planning Advisor to join our emergency planning team. You will be required to ensure United Utilities compliance with the Security and Emergency Measures Direction (SEMD) and the Civil Contingencies Act 2004 through the development, prioritisation and delivery of appropriate contingency and business continuity planning, exercising and training.

**Job Accountabilities**:

- Working across the whole of UU, promote and support the development of emergency plans and incident response capability, ensuring consistency and continuity of strategic, tactical and operational outputs; and support leaders in incident management by provision of good practice advice; procedural compliance; and external representation (LRFs and Defra).
- To support the integration of UU's corporate risk management and emergency planning processes.
- Develop and maintain UU's Training and Exercising framework for incident response.
- To drive continuous improvement in the post incident review process and ensure delivery of actions and lessons learnt across UU.
- To support the Business Continuity Advisor to ensure UU's business continuity planning delivers on the strategic objectives.
- Maintain management information metrics around compliance with UU incident policies and procedures and ensure regular performance is reported.
- To support UU engagement at Local forums established to ensure multiagency resilience to support UU in delivering on its obligations under water industry and multiagency incident management arrangements, in particular the Civil Contingencies Act.
- Support UU in emergency planning and resilience policy and procedural development with Water UK and bilaterally with other Water Companies.
- Work with internal and external stakeholders to ensure incident response plans, training and exercising is aligned to the objectives of the business, industry and national good practice and deliver the operational requirements.
- To support UU compliance with the Water Act (Security and Emergency Measures Direction aspects).
- You would be expected to deputise for the Emergency Planning Manager as appropriate

**Knowledge and Skills**:

- Extensive knowledge of the Security and Emergency Measures Direction and associated regulations
- Significant experience of incident emergency planning, business continuity planning and incident response, preferably as it applies to the UK water sector.
- Expertise in the Civil Contingencies Act and the resilience environment in the wider UK. The role requires extensive liaison internally and externally to United Utilities at operational level so a proven high level of competence in interpersonal, influencing and verbal communication skills is required.
