Job description

This post is responsible for delivery and integration of services and data collection. This is a critical role for the delivery of the UK Statistics Authority strategy - Statistics for the Public Good - and will require an enthusiastic and inclusive leaderto support and drive radical thinking across the organisation and deliver a real step-change in their approach to analysis and engagement. ?

The aim of this leadership position is to develop and enhance the impact of statistics and analyses, ensuring that statistics are essential and effective in policy development and evaluation. The team develops world leading methods for UK official statisticsand research, bringing together analyses and key statistics, for example on the population and life events, health including measurement of the pandemic, migration, and more. ?

The Deputy National Statistician for Health, Population and Methods will lead their team, recognising opportunities and responding to new policy developments, whether it is in providing evidence to support work on the Government’s manifesto commitments,developing indicators to provide insights on the health of the nation, or producing statistics to better capture levels of student migration. ?

The Director General for Health, Population and Methods takes the lead for our client and will work across the GSS in key areas of statistical services and analysis ensuring that the statistical profession has the right skills for the digital age. The postholder develops the skills base of the GSS to blend statistical methods with data science to create a coherent and cutting-edge cadre of analytic staff. ?

The post holder will be responsible for the final 2021 Census results, and the development of the 2023 recommendation on the future of the Census, ensuring alignment with the overall organisational strategy and approach to grasp the opportunities of thedigital age. Census statistics help paint a picture of the nation and how they live. They provide a detailed snapshot of the population and its characteristics and underpin funding allocation to provide public services.

Responsibilities?
- Build and enhance the UK’s reputation for statistics in both domestic and international arenas, maximising the benefits of collaboration and partnership working to ensure the UK is a model of best practice. As Deputy National Statistician you will helpoversee and develop the whole of the GSS; ?
- Instil an outward-facing approach across your directorates which anticipates, understands and responds to user needs, and is grounded in a continuously improving understanding of the real world and political context. This will include horizon scanning anddeveloping new statistical services; ?
- Provide leadership and direction to ensure consistently high quality, relevant health and population statistics and analysis are produced by them, including statistics on life events (births, deaths, marriages and divorces), population, migration, and health;?
- Work across the GSS and more widely to ensure comprehensive and coherent statistics on the UK and sub-national level, particularly in the field of health and population statistics; ?
- Develop world leading methods and quality function, making UK statistics the most useful in the world and giving UK decision makers the comparative advantage that brings; ?
- Provide effective oversight for the final 2021 Census outputs, and development of the 2023 Census recommendation based on innovative methods and data ensuring alignment with the overall strategy and approach on the future of population statistics; ?
- Effect a radical transformation of services innovating in the utilisation of enhanced skills, methods and technologies.

Person specification
- Experience of senior leadership and the ability to operate at Board level in a statistical or analytical capacity; ?
- A demonstrable and deep understanding of statistics and how they are used; ?
- Credible and authoritative commentator on statistics and society with experience dealing with the media and key external opinion formers, commanding respect across sectors such as Government, research and academia;?
- Strong record of delivery, including change management, in relevant analytical fields;?
- Recognised role model of excellent, inclusive leadership, known for exhibiting behaviour that motivates and engages others; ?
- An ability to work across boundaries and build capability of colleagues, including professional development. ?
