**DUTIES**- Adopt a proactive approach to minimise tenancy breaches and build trust and relationships with tenants to enable them to optimise their tenancy sustainment. The post holder must embrace the diverse cultures and complex needs of residents across the borough, making reasonable adjustments and be aware of the requirement to complete an Equalities consideration note under section 149 of the Equalities Act 2010 when taking enforcement action. Investigate support needs and make appropriate referrals for support to agencies and where necessary work with other professional bodies to implement support action plans.
- When required, arrange, and attend forced entries to deal with various issues including emergency non-access and welfare checks. You will need to competently deal with any housing situation that you may find. These may include distressing situations for both the resident and yourself. You may need to liaise with emergency services and multi-agency crisis intervention teams.
- You may need to attend, impromptu site visits, if a tenant is portraying difficult behaviour, which is consequently preventing our contractors from working. You will need to assess the reasons for their behaviour, considering any complex need. You will need to negotiate with the tenant and mediate with both parties in order to put an action plan in place. You will need to recognise and identify the need for a Safeguarding Referral and make comprehensive referrals to Social Care or the Community Mental Health Team.
- Investigate, address, and monitor reported tenancy breaches. Ensure the full case history is recorded accurately and comprehensively, in the event of court action being necessary. Interview victims, perpetrators and witnesses, ensuring that the appropriate intervention or enforcement action takes place, issuing community protection Notices and Fixed Penalty notices when required..
- Arrange and attend evictions with the Court Bailiff and Council’s Locksmith, addressing any situation you may encounter. You must report any dangerous issues including weapons, drug paraphernalia any dangerous or animal welfare concerns to the Police. You will ensure the property is vacant and secure.
- Be the lead officer for evictions of illegal squatters from housing land and buildings. The postholder will need to be resilient to the emotional stress of dealing with street homeless and knowledge must be acquired to be able to support the individual/s in contacting the relevant homeless support agencies.
- Investigate requests for priority management moves in the cases of emergency repairs for events such as fire or flood. Ensuring you are equipped with all relevant information supporting their temporary housing need. Act as an advocate and support the tenants who may be experiencing trauma from the event and liaise with them until the emergency is resolved and they have returned to their home.
- Follow procedures when tenants end their tenancy, liaising sensitively with family members, where the tenant has passed away. Ensuring keys are returned in a timely manner and take appropriate action when unauthorised occupants or belongings are left in the property.
- Monitoring repairs, cleaning and grounds maintenance standards throughout the estates. You must be aware of the relevant Service Level Agreements and report areas of concern and monitor until resolved. Encourage community and stakeholder involvement in estate inspections. Liaise with communities to identify estate improvements/projects, carry out appropriate tenant and leasehold consultations and work with Council teams and partners to see through to conclusion.
- Carry out unscheduled Tenancy Audits in tenant’s homes, to update the tenant’s profiles and to assist in combating housing fraud. The inspection of all rooms and possibly storage areas may be required, to gather evidence in ascertaining who is living there. The property condition must also be inspected. You will be trained to identify damp and mould issues and report any other identifiable repairs. You will also educate tenants regarding their tenancy responsibilities.
- Responsible for the management of Sempra Homes affordable properties. In addition to tenancy management, this includes the initial accompanied viewing, the tenancy signings and the creation of the tenancy on the Landlord Vision system. Managing the rent account is also included, potentially culminating to eviction level. Carrying out exit surveys.
- Be responsible for your own travel in either your own vehicle or the Council’s vans. Ensuring that you responsibly use the Council’s IT equipment in public areas, in line with the Council’s procedures.
