Job Purpose

To be the Ofsted registered Responsible Individual for children's homes / Residential Family assessment centre and accountable for the operational delivery of the both service ensuring that the needs of children and families requiring residential care are efficiently and effectively provided.

To provide a support lead in the decisions and management within the family Centre provision and to liaise with partners in formulating jointly agreed plans to ensure a coordinated approach to services offered for families.

To develop and enhance systems to ensure a high quality and continuously improving all service’s is in place.

To maintain a close and effective working relationship with partner agencies for the benefit of young people in our care.

Accountabilities/Responsibilities

The following are a range of duties that are associated with this role, but this list is not exhaustive. A senior manager will need to adapt to the needs of the service and will be required to manage situations and tasks as presented or delegated. The Responsible Individual must have experience in children’s and families social care, understand effective practice in assessing families parenting capacity to achieve robust evidence-based assessments.
- Ensuring care standards within Childrens home and the Family assessment centre are of the highest quality and sustaining a suitable workforce that is trained and resilient to the demands of a local authority organisation. **Providing clear informed and evidence-based guidance on practice and services,** Supervising and managing the home Managers across the network of children's homes and a family assessment centre, linking practice together to share good work, developing supportive networks for the benefit of young people leading to positive outcomes. **Quality assures staffing practice, recording, and outcomes for young people.**

Influencing, shaping and contributing to the delivery of the authority's objectives and targets within the key operational service.

CORE TASKS:

- To take the lead role in preparing for the inspections of residential homes. **To manage Home Managers / Family assessment centre manager and an assistant Senior Manager who are responsible for quality care standards and outcomes across the residential establishments.** To be responsible for the administration of the residential service / Family Assessment centre. **To develop effective quality assurance and performance management mechanisms throughout the service to ensure compliance with national and local standards, targets, policy and regulations.** To ensure that the voices of children and young people are heard when developing the service. **To commission best value services in order to meet the needs of children requiring residential care, and all those involved in the process.** To be responsible for the financial management of the Residential Service’s / Family assessment centre. **To contribute to the development of the whole of care services by attending and contributing to meetings within the service, organisation, and external agencies.** To provide and present written information to a variety of professionals including, Leadership Team and Directors **To ensure that all policies and procedures for all Service are current, comprehensive, and fit for purpose.** To comply with the Directorate’s administrative and financial procedures including the maintenance of appropriate records. **To make full use of Information Technology and all computer systems in use by the Directorate as and when required.** To attend and contribute fully towards the supervision process, the Staff Development Portfolio, and to attend in-house and external training courses as required. **To be aware of, and responsive to, the diverse needs of all sections of the community.** To be responsible for your own continued development learning. **To contribute to and /or participate in projects and initiatives in the service area.** To undertake any other duties and responsibilities of an equivalent nature as required by the line manager.
