Job Purpose:
The work will support the following University objectives;
To transform Procurement Services into a leading edge and professional organisation through becoming more focused, more integrated, more disciplined through
- creating a centrally coordinated, highly effective procurement function with strong execution capability

- being an integral strategic partner with Colleges / Support Functions and supply chain partners, and
- being a sustainable capability that is a strategic advantage for University of Central Lancashire.

Main duties and responsibilities:
The Sourcing Officer will work across the Sourcing team within Procurement & Commercial Services to provide support primarily across the three University category sourcing areas and with the wider Sourcing team as required.
- To support development of category vision.
- To maintain a broad understanding of the 1. IT, 2. Professional Services and Academia and; Estates Category stakeholder requirements internally and be able to support in the analysis of spend data via the multiple procurement methods used across these categories for discussion with stakeholders and sourcing managers
- To maintain a broad understanding of the external supply chains and market dynamics of the defined categories in order to be able to contribute to procurement planning and provide initial advice to stakeholders
- To support on low value (‘sub’ Find a Tender Services (FTS)/OJEU) procurement including providing advice on obtaining supplier quotes, requisition support, waiver submission, procurement process
- Producing low value (closed tender) documents using standard templates including standard contracts for review by team management
- To establish working relationships, proactively engaging with and working collaboratively with the relevant stakeholders
- To promote procurement best practice through stakeholder and supplier relationships.
- To ensure the delivery of compliant procurements and contracts and be responsible for improving overall compliance statistics and addressing non-compliance.
- To contribute to continuous improvement initiatives which lead to Procurement being recognised as Best in Class.
- To contribute to the University’s vision and mission and contribute to the delivery of the University’s Financial Strategy

**Requirements**:

- Experience of working in a commercial environment, leading on low value purchasing projects
- Demonstrable understanding of recognising the key elements in contracts relevant to protecting the contracting body
- Use of technology such as e-sourcing; finance systems and Microsoft packages.
- CIPS Level 3 (or equivalent)
- Able to understand customer needs and offer new ideas to influence innovative purchasing solutions
- Written and verbal communication skills appropriate for the effective performance of the role and to communicate with stakeholders at all levels
- Knowledge of procurement legislation, tendering, contract management and supplier management.
- Commercial and analytical skills.
- Self-awareness, with a drive for constant self-improvement.
- Ability to use technology such as e-sourcing; finance systems and Microsoft packages.
- A mixed experience of both the private and public sector is an advantage but not essential.
