**Job summary**:
Resettlement Services works with partners to safely resettle and transfer vulnerable families, adults and children to and across the UK. It delivers the UK’s resettlement, relocation and integration schemes for refugees and other eligible beneficiaries.
Resettlement Services oversee several resettlement programmes.
The Payments Team are responsible for the oversight and payment of grant funding to Local Authorities (LAs) who have resettled families in their areas under the UK’s various resettlement and relocation schemes.
The team has grown considerably over the last year and is made up of a variety of grades from AO to SEO, based across multiple ASRA locations.
The team’s core role is to ensure LAs who agree to resettle individuals/families receive the necessary funds to support their integration and access to key services; engage LAs and wider teams to promote understanding of payment and funding frameworks; and work collaboratively with other teams to address operational and funding related questions.
**Job description**:
The EO Payments Officer role requires direct engagement with Strategic Migration Partners (SMPs), LAs, other HO teams and Government Departments on payment claims; from briefing them on the financial aspects of the various schemes to actively progressing cases, considering them against specific eligibility criteria, and providing quality assurance across the payments process.
- Ensuring that claims meeting the required data quality standards to meet the governments minimum standards for grants.
- Proactively supporting the relationships between the Home Office and external stakeholders with questions, the claims process and further support as and when required.
- Work with other team members to ensure that the claims meet the service level agreements for our customers.
- Support other internal stakeholders with payments questions and queries.
- Proactively support the Senior Management team with local authority workshops.
- Champion the Home Office values within the team of being collaborative, courageous, respectful and compassionate.
- Lead colleagues within their line management chain in professional development and supporting them be their whole selves in the workplace.
**Person specification**:
- Working with the HEOs to supervise workflow management including monitoring the timely submission of payment claims from LAs.
- Verifying the accuracy of payment information submitted by LAs and initiate payments through Excel and METIS finance.
- Preparation of METIS documentation to set up new suppliers, supplier bank details and payments to LAs.
- Maintain payment information databases.
- Work closely with Contact Officers, SMPs and LAs.
- Ensuring the timely circulation of Funding Instructions to LAs.
**This role also involves line management; specifically**:
- Direct line management for at least 1 x AO.
- Support the development of staff/team to (a) improve business performance and (b) encourage potential and learning for progression and development.
- Manage staff performance in line with relevant guidance to ensure optimum team capability and output.
- Ensure good two-way communication of business and performance issues.
- Identify and implement continuous improvement and performance management.
**Essential Criteria**
- Strong line management experience.
- Experience of working in a grants payment setting or financial setting business function.
- Experience of establishing and building a strong relationship with internal and external stakeholders to support the business function.
- Evidence of working with data, specifically data quality.
- Proficiency in MS Office products, specifically Excel and Outlook.
- Excellent verbal and written communications skills to support stakeholders.
- Experience of working across an organisation to support department outcomes.
- Experience of operational and programme delivery systems in a multi-departmental environment.
**Desirable Criteria**
- Previous Experience with working in a government grant setting.
- Understanding and/or practical knowledge of Refugee Resettlement and/or Asylum systems.
