The role will have a strategic lead for ensuring effective improvement in outcomes for a range of programs including UEC, Community services, cancer Electives, mental health, children’s, maternity, and supporting the delivery of the three ICS Integrators.

This role will be fundamental to delivering the Operational plan for the system including the delivery of the UEC Strategy and supporting the development of the Community Integrator and delivery of the Intermediate care strategy for Bsol ICS.

Critical in our work with be the development of effective partnership and integrated commissioning plans with our partners on this journey to new models of care and system reform. It is essential this post holder has developed relationships with Social care and Local Authorities as well as the voluntary sector.

The post will play an important leadership role within the ICB. The ethos of the role will be to deliver strategic and operational leadership and expertise in all areas of the portfolios covered, aligned with the priorities as set out in the ICS Inception Framework.

The post holder will be accountable for the development, leadership and delivery of the Delivery, performance and UEC Programmes. This role is responsible for leadership and co-ordination of the programmes of work which will establish, deliver and transform services including working with regional partners to bring consistency and common approaches to the delivery agenda. The post holder will also be responsible for ensuring that the appropriate governance is in place for performance oversight and improvement. The role will work closely with the all system partners and Providers to help embed transformation, improvement and sustainability.
- Provide expert operational leadership across health and social care to support effective flow through the urgent and emergency care pathway.
- Identify examples of local, national and international best practice to ensure BSol provides the best possible UEC service.
- Be accountable for ensuring all partners work to an agreed set of policies, processes and will co-ordinate the development of system wide improvement plans
- Be accountable for the system-surge function. Liaising with NHS England as necessary and managing all system escalation calls and responses
- Lead and be accountable for demand and capacity planning process for Urgent and Emergency Care; ensuring it is fully understood and systemwide dashboards are continually developed to support the delivery of countywide key performance indicators (KPIs)
- Provide expert advice and support to transformation initiatives for Urgent and Emergency Care across the system.
- Deputise for the Director on operational matters when required to do so.
